About this file

This is Addendum No. 1 to Bid No. 26-04, issued by the City of Huntsville, Texas, for the N.B. Davidson Wastewater Treatment Plant Expansion and Improvements project involving Sequencing Batch Reactor (SBR) equipment manufacturing and supply. The addendum was issued on December 15, 2025, and supersedes certain provisions in the original contract documents. The original bid closing date is January 13, 2025, at 2:00 p.m. Central Standard Time, with construction anticipated to commence in May 2026. Respondents are required to acknowledge receipt of this addendum and submit it with their bid packets, with failure to do so resulting in disqualification. The addendum contains ten questions and answers addressing clarifications on project specifications, including manufacturer approvals, prevailing wage requirements, equipment warranty scope, control system specifications, and integration of variable frequency drives for BABA compliance.

Key clarifications provided include confirmation that no union requirements apply to the project, Flygt is an acceptable manufacturer for dry-pit jet motive pumps, blower manufacturers may integrate VFDs into their equipment to meet BABA compliance, and SBR equipment warranties must be inclusive of labor costs. The City requires further input on whether general construction conditions or procurement conditions apply to the SBR manufacturer scope, the acceptability of an alternative Rockwell Automation PLC system, and the provision of certain instrumentation specifications that will be included in a subsequent addendum. The estimated value for SBR equipment is $2,550,000. Disk filters are identified as part of the overall project but are not included in this SBR manufacturer proposal scope. Contact information for the procurement manager, Lucy Gonzalez, CTCD Procurement Manager, is provided for submission inquiries.
