About this file

This is Amendment 1 to a blanket purchase order (BPO) solicitation issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for the procurement of coffee. The solicitation requests bids for coffee in various forms, including regular, ground, roasted medium roast, and blends of Arabica and Robusta beans compatible with universal grinding and coffee-making equipment. The coffee must be packaged in 50-pound boxes with food-grade poly bags, sealed to prevent spillage, and include preparation instructions. Distribution locations include Snyder Distribution Center (2,080 boxes), Beeville Distribution Center (1,534 boxes), Southern Region Distribution Center (1,183 boxes), and Wynne Food Service Warehouse (5,382 boxes), for an estimated total of 10,179 boxes. The bid opening was scheduled for November 24, 2025, at 3:00 PM, with electronic submission preferred to BIDS@TDCJ.TEXAS.GOV. Questions must be submitted in writing by November 12, 2025, at 3:00 PM CST. The contract award runs through August 31, 2026.

Pricing should be quoted on a freight-prepaid, F.O.B. destination basis. The solicitation does not explicitly specify set-aside designations or restrictions on respondent types. Bidders must certify that they and their principals are not subject to suspension, debarment, or similar ineligibility and must comply with state procurement statutes and rules. The contract includes stringent security procedures for deliveries to correctional facilities, including security escorts, staff searches, vehicle inspections, and prohibitions on contraband. TDCJ reserves the right to increase or decrease the BPO through written change notices, cancel the contract without cause with thirty days' written notice, and conduct random sample testing within fourteen calendar days of receipt to verify product conformance. The quantities listed are estimates for evaluation purposes only, with actual orders placed on an as-needed basis without guaranteed volumes. No specific budget range is provided in the amendment.

Question

Answer

1 First Order Date: The Date of Award is through August 31, 2026. Since orders are issued via individual release, can the agency provide an estimated timeline or anticipated approximate date for the first order release?

Orders will be made on an as needed basis and TDCJ will start making orders as soon as the blanket is awarded.

2 Internal Packaging: The specifications require the product to be supplied in a 50 pound box containing a sealed Food Grade Poly Bag. Does the agency require the 50 pounds to be further subdivided into smaller internal packages (e.g., 12 oz, 16 oz, or 2.5 lb frac packs), or should the 50 pounds be contained entirely within one sealed poly bag per box?

TDCJ does not require this item to be packed in one poly seal bag but would prefer to not have a large number of smaller bags.

3 Ordering Frequency and Volume: Given that quantities are estimated and orders are placed on an "AS NEEDED" basis, can the agency provide historical data or an estimated range regarding:

Ordering frequency will be determined on the bidder’s minimum quantity per order. TDCJ requests that minimum quantity per order from Beeville, Snyder, and SRDC stay between 175 cases to 550 cases, and 840 for Wynne.

4 Delivery Lead Time: The IFB states that delivery is a factor in award, and we must "give the best available delivery date after receipt of order". What is the maximum acceptable lead time (e.g., number of calendar days) the agency can accept for delivery upon receipt of an individual release?

TDCJ requests that the latest delivery timeline be 30 days.

5 Delivery Locations: Would it be possible to submit a proposal for only one delivery location, or is this strictly an “all-or-none” award?

Yes, if the bidder is only to provide coffee to one location they may bid on that line only.

(936) 437-3885 www.tdcj.texas.gov

6 Additionally, we would like to understand if deliveries in 25 lb boxes (instead of 50 lb boxes) would be acceptable, if all other packaging and preparation specifications are met. Can we adjust packaging, such as combining two 25 lb boxes into a single master carto?

This is acceptable.

7 Blend Specifications: Is there a specific ratio for the combination of Arabica and Robusta beans that we should follow?

No, there is not a specific ratio.

8 Truck Load Size / Shipment Schedule:

Could you please clarify the expected truck load size? We understand this may depend on the number of units required per shipment. Is there a fixed quantity per shipment or an anticipated delivery schedule throughout the contract period?

Please see question/answer three.

9 Also, could you advise on the preferred minimum shipment weight per delivery that we should quote in our bid?

TDCJ has no preferred minimum shipment weight.

10 Bid Timeline: If feasible, would you consider a short extension of the bid closing date to allow sufficient time for sourcing and preparation?

The bid will be extended to December 3, 2025.

11 The IFB line items specify ground, medium roast coffee with a universal grind. Would roasted whole-bean coffee of equal or better quality be accepted as a comparable/equivalent product if ZOCKY commits to grinding to the required universal grind prior to delivery (i.e., supplying ground coffee meeting all specs at the time of shipment)?

Yes, if the beans are ground and not shipped to TDCJ whole.

12 The IFB specifies a blend of Arabica and Robusta. Is there any acceptable range for the blend ratio (e.g., 70% Arabica / 30% Robusta), and would 100% Arabica be considered an acceptable equivalent if it meets or exceeds performance and taste requirements? If not, we will align strictly to an Arabica/Robusta blend and state our ratio in the bid.

70%-30% is an acceptable blend. Yes, arabica could be considered depending on taste testing results.
