About this file

This is an Invitation for Bids (IFB) issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for the establishment of blanket purchase orders (BPOs) for coffee procurement to be delivered to multiple TDCJ locations. The solicitation seeks bids for coffee in various forms including regular, ground, roasted medium roast, and blends of Arabica and Robusta beans that are compatible with universal grinding and all types of coffee-making equipment. The coffee must be packaged in 50-pound boxes with food-grade poly bags sealed to prevent spillage and include preparation instructions on each box. Four delivery locations are specified: Snyder Distribution Center (2,080 boxes), Beeville Distribution Center (1,534 boxes), Southern Region Distribution Center (1,183 boxes), and Wynne Food Service Warehouse (5,382 boxes), for a total estimated quantity of 10,179 boxes. The bid opening is scheduled for November 24, 2025, at 3:00 PM, with electronic submission preferred to BIDS@TDCJ.TEXAS.GOV. The contract award date runs through August 31, 2026, making this approximately a one-year blanket purchase order agreement. Bidders must submit responses by the opening deadline, with sealed bids required if submitted in hard copy format.

Pricing should be quoted on a freight-prepaid, F.O.B. destination basis with freight charges incorporated into the unit cost rather than shown separately. The quantities shown are estimates for evaluation purposes only and do not represent minimum or maximum order commitments; actual orders will be placed on an as-needed basis with no guaranteed volumes. The TDCJ reserves the right to increase or decrease the blanket purchase order through written change notices and may cancel the contract without cause with thirty days' written notice. Bidders must certify that they and their principals are not subject to suspension, debarment, or similar ineligibility and comply with state procurement statutes and rules. The contract includes requirements for compliance with TDCJ security procedures for deliveries to correctional facilities, including security escort requirements, staff search and inspection protocols, vehicle security measures, prohibitions on contraband, and restrictions on cash carried by delivery personnel. Samples may be requested within fourteen calendar days of receipt for evaluation purposes, and TDCJ reserves the right to conduct random sample testing to verify product conformance. All communications and questions regarding the solicitation must be directed in writing to the purchaser, with a deadline of November 12, 2025, at 3:00 PM CST for inquiries.
