About this file

This document is an Addendum (#2) issued by the Texas Historical Commission (THC) for Request for Proposal (RFP) #808-26-243671 for Geophysical Survey Specialist Services, with a proposal submittal deadline of November 21, 2025, at 2:00 PM CT. The addendum clarifies two distinct RFPs: RFP 808-26-243630 is for an archaeological Autonomous Surface Vessel (ASV) survey team, while RFP 808-26-243671 is seeking an underwater archaeologist specializing in remote sensing to assist with a traditional magnetometer and side-scan sonar survey conducted from the THC vessel.

For RFP 808-26-243671, THC requires an underwater archaeologist-remote sensing survey specialist who meets state professional requirements, has experience with the North Alignment Model for magnetometer data analysis, and can access a proprietary database. The specialist will help THC's underwater archaeologist conduct a remote-sensing survey, process magnetic data, and analyze potential shipwreck targets. The addendum emphasizes that this is not an ASV survey and that the specialist will work directly with THC's vessel operators. Bidders are warned that failure to acknowledge receipt of the addendum may result in proposal rejection.

ADDENDUM #2

To the proposal documents for RFP# 808-26-243671, Geophysical Survey Specialist Services for Texas Historical Commission

RFP Submittal Deadline: November 21, 2025, 2:00 PM CT

This addendum forms a part of the Contract Documents and modifies the RFP Documents issued October 20, 2025, as noted below:

The Respondent's attention is directed to the fact that addendum item and specifications as noted herein are not necessarily referenced to all occurrences in the documents.

Respondent shall acknowledge receipt of this addendum where indicated; failure to do so may subject the Respondent to disqualification.

This addendum consists of two (2) pages, including this page.

This Addendum addresses questions and answers related to RFP 808-26-243671. Note: Addendum No.1, issued on October 21, 2025, corrects the RFP number from 808-25-243671 to 808-26-243671.

1. QUESTION: In a roundabout way, we received notification that the Texas Historical Commission is planning a survey of Matagorda Bay and would require an ASV. The RFP we received (which could have been an abridged version) lacked much detail about the project itself. CSA has a decent inventory of autonomous surface vessels, and we would be delighted to support you on this opportunity; however, we would need more information about the project to select the best system. Also, THC is seeking only operators to support the survey, not a contract to have the geo survey performed as a turnkey solution.

Can you confirm if you're looking for an individual to conduct a geophysical survey on your vessel, only?

ANSWER: This query mistakenly conflates two distinct THC RFPs. The first RFP (808-26-243630) is for an archaeological ASV (Archaeological Survey Vessel) survey team. The second RFP (808-26-243671) is for an underwater archaeologist who specializes in remote sensing to co-conduct a traditional archaeological remote-sensing survey from the THC vessel. The THC is not seeking a geophysical or hydrographic survey specialist for the THC vessel – this must be an underwater archeologist with experience conducting geophysical surveys for underwater archeology. More specifically:

808-26-243630. This solicitation is for a specific type of archeological geophysical survey team that uses an existing purpose-modified ASV that is specifically designed and used for underwater archeological surveys.

This team is to be comprised of an underwater archeologist that meets the state qualifications in 13 TAC §26.4. The underwater archeologist will plan and assist with the survey per state requirements and the ASV specialist will operate the ASV. Both must participate in the field survey as required by state rules. The ASV survey will not use the THC vessel or its operators. The ASV team will make arrangements for the deployment of the ASV. The THC is not seeking an in-stock ASV. The ASV referenced in the solicitation is an existing purpose-modified product that has already been employed in Texas underwater archeological surveys.

808-26-243671. This solicitation is for an underwater archeologist- remote-sensing survey specialist that meets the state’s minimum professional requirements for an underwater archeologist. This specialist is to have experience with the North Alignment Model for analysis of magnetometer data for detecting shipwreck targets and also have access to this proprietary database. This archeologist will assist the THC’s underwater archeologist with the traditional magnetometer and side-scan sonar remote-sensing survey conducted from the THC vessel. This specialist will also process and analyze the collected magnetic data.

This is not an ASV survey.
