Request for Proposals for Geophysical Survey Specialist
The Texas Historical Commission is seeking a Geophysical Survey Specialist to conduct an underwater archaeological investigation at Pass Cavallo near Matagorda, Texas, under RFP #808-26-243671. The project aims to discover shipwrecks and settlements associated with Louis Michel Aury's 1817 occupation, covering a 4,113-acre survey area under Texas Antiquities Permit No. 32185. The selected contractor will perform a 36-day survey, including 27 days of field work using a 25-ft SeaArk VC Commander Anomaly II vessel equipped with a Geometrics G-882 marine magnetometer and EdgeTech 4125 dual frequency side-scan sonar, and 9 days of post-fieldwork data processing. Respondents must be an underwater archaeologist meeting specific professional qualifications, with preference given to those with previous experience at Pass Cavallo and access to the North-Alignment Model proprietary database. The evaluation criteria will be weighted 40% for project approach, 40% for experience and qualifications, and 20% for pricing. Proposals are due on November 21, 2025, at 2:00 P.M. Central Time, with the contract term running from December 10, 2025, through August 31, 2027, and a potential six-month extension. The procurement includes provisions for Historically Underutilized Businesses (HUB), with the Texas Historical Commission aiming to meet specific percentage goals for contract awards. The project is partially funded by a National Park Service Maritime Heritage Grant, with the total budget to be determined through the bidding process. Contractors will be required to maintain Workers' Compensation and Commercial General Liability insurance, with minimum coverage limits specified in the contract. The selected vendor must comply with various state regulations, including immigration laws, E-Verify program participation, and Americans with Disabilities Act requirements. While no specific incumbent vendor is mentioned, the contractor will be responsible for all project expenses, including travel, meals, and lodging, which will be reimbursed through the contract. The total contract amount will not exceed the prices submitted in the price schedule, with reimbursement following a predetermined payment schedule. Respondents should note that the contract is contingent upon legislative funding appropriations and includes provisions for potential termination and dispute resolution.

Assorted Snack Products for Canteen at Mexia SSLC
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids on assorted snack products for the canteen at Mexia State Supported Living Center under IFB HHS0017722_V2, with bids due August 19, 2026, at 10:30 a.m. Central Time. Questions are due August 10, 2026, with responses posted as an addendum on August 13, 2026. The scope encompasses beverages (Gatorade, V-8 juice, water, soft drinks), food items (muffins, sandwiches), snacks and confections (cookies, candy bars, chips), and tobacco products (cigarettes, cigars, chewing tobacco, roll-your-own tobacco) plus miscellaneous items such as cup lids. Bidders must submit pricing on all line items; responses bidding fewer than all items will not be considered responsive. Award will be made on lowest total price. Vendors supplying tobacco products classified under NIGP 660-10 and 660-50 must provide proof of a current Texas Comptroller cigarette and tobacco permit. Delivery occurs between 7:00 a.m. and 2:00 p.m. on specified dates (excluding 11:00 a.m. to noon) to the address on the purchase order; the vendor bears all delivery costs, including overtime and specialized handling. Historical annual spend for the same or similar goods was $75,000 for the period September 1, 2025, through August 31, 2026; this is a guideline only and does not represent guaranteed volumes or anticipated quantities. The initial contract term runs September 1, 2026, through August 31, 2027, with an option for the HHS Agency to extend for up to one additional year at its sole discretion. Pricing must be firm and fixed for the life of the contract. Price adjustments may be permitted at HHSC's sole discretion based on the Consumer Price Index formula or Federal Minimum Wage Rate increases; contractors must immediately implement any available decreases. Bids must remain firm and binding for 240 days from submission. Responses must include completed Exhibit A (HHS Solicitation Affirmations) and Exhibit C (Pricing Sheet) to avoid disqualification. No HUB set-asides or subcontracting plans are required, though submission is encouraged if subcontracting opportunities exist. The HHS Agency does not guarantee volume, usage, or compensation, and all contracts are subject to appropriations, fund availability, and termination rights.
