About this file
This is Addendum No. 3 to a Request for Proposals issued by the Texas Department of Transportation Environmental Affairs Division for Statewide Biological Services (Solicitation #601CT0000005605, RFP #576SB001). The addendum, dated November 12, 2025, addresses Historically Underutilized Business (HUB) Subcontracting Plan requirements under Method B when respondents use both HUBs and non-HUBs while not meeting the specified goal. Respondents are required to contact a minimum of two trade organizations or development centers as part of good faith effort compliance. The addendum provides a list of eligible trade organizations and development centers, including the Asian Contractor Association, Bexar County Small Business & Entrepreneurship Department, Hispanic Contractors Association de San Antonio, Regional Hispanic Contractors Association, Port Houston, and the Association of Women and Minority Contractors of Texas, along with their respective contact information. Respondents are permitted to select alternative trade organizations or development centers that meet similar qualifications. All respondents must acknowledge receipt of this addendum by attaching the document as a PDF to the proposal cover page when completing Attachment 1 submission in BONFIRE; failure to acknowledge receipt may result in the response not being given consideration.
The addendum does not address pricing terms, set-asides, or funding sources, as it functions as a clarification notice for compliance procedures rather than a substantive contract modification. The HUB subcontracting goal referenced in the primary solicitation is 26 percent, and this addendum serves to facilitate respondents' ability to meet good faith effort requirements by providing specific contact information for organizations that distribute subcontracting opportunities to minority, women-owned, and disadvantaged business enterprises within Texas.
