About this file
This is an Attachment 3 form from a Request for Proposal (RFP) that establishes qualifications and submission requirements for Project Managers. The document outlines mandatory criteria for candidates seeking the Project Manager position on a contract involving complex biological and natural resource analyses. Project Managers must demonstrate successful management and completion of six projects within the past ten years, with at least two being transportation projects related to or supporting NEPA clearance. For TxDOT projects specifically, Project Managers may only claim credit if they served as the prime contractor's Project Manager or as a task lead for the prime or subcontractor. Submissions must include comprehensive project descriptions that clearly demonstrate the Project Manager's direct control over scope, schedule, budget, and quality of work completed, along with evidence of thorough understanding in managing work requiring compliance with NEPA, ESA, EFH, MMPA, and other applicable federal, state, and local regulations pertaining to biological resources and protected or imperiled species.
The form requires candidates to provide detailed information including current employer, education credentials, years of professional experience, work experience summary (not to exceed 500 words), and a statement demonstrating experience managing multiple complex biological resources-related tasks and projects within budget and schedule parameters, including government contract experience (not to exceed 300 words). For each of the six required projects, applicants must complete a separate project experience section detailing the project number, PM job title, project name, location, client name and contact information, final client approval date, deliverable types, NEPA project classification, NEPA clearance or final decision dates, protected or imperiled species involvement, USFWS consultation numbers, biological opinion or concurrence dates, transportation-related designation, and CSJ numbers for TxDOT projects. Each project description is limited to 250 words and must clearly articulate the Project Manager's specific roles and responsibilities on that engagement.
