About this file

This is Addendum No. 3 to Application 405-25R0012016, issued by the Texas Department of Public Safety (DPS) Procurement and Contract Services on October 16, 2025, for the Statewide Aircraft Maintenance solicitation. The addendum amends the mandatory pricing section to permit applicants to identify additional aircraft types for which they are qualified to perform certified maintenance, and eliminates two application requirements: resumes are no longer required from applicants, and project plans are no longer required as part of Volume Two of the Information Application Section. Offerors must acknowledge receipt of this addendum prior to the specified submission deadline through one of three methods: by completing and returning three copies of the addendum, by acknowledging receipt on each copy of the offer submitted, or by separate letter or email referencing the application and addendum numbers. Failure to acknowledge receipt may result in rejection of the offer. Applicants may modify previously submitted offers via email or letter provided such modifications reference both the application and addendum numbers and are received before the deadline.

The mandatory pricing schedule requires applicants to submit hourly labor rates for aircraft maintenance, trip charges, and a percentage discount off manufacturer's suggested retail price (MSRP) for aircraft parts across five contract years. Applicants must identify which maintenance services they will provide—major or minor repairs—for each aircraft type operated by DPS, including Airbus AS350 B2 and H125 rotary wing aircraft and Cessna 206, Cessna 208 Caravans, and Pilatus PC-12NG fixed wing aircraft. In lieu of submitting resumes, applicants must provide all FAA Inspector and Mechanic Certifications as required under the specifications and statement of work section. The addendum does not extend the original application deadline, and all other terms and conditions of the application remain unchanged.
