About this file
The Request for Proposals (RFP) #25-37 is issued by San Jacinto Community College District (SJCCD) seeking qualified firms to provide Biotech Downstream Equipment. The college is soliciting proposals for five equipment types: Small-Scale Chromatography, Mid-Scale Chromatography, Pilot-Scale Chromatography, Small-Scale Tangential Flow Filtration (TFF), and Pilot-Scale TFF. The RFP was issued on July 21, 2025, with questions and clarifications due by July 29, 2025, and proposal submissions due by August 4, 2025, at 2:00 p.m. Central Time through the IonWave e-bidding platform. The college prefers used or refurbished equipment built no earlier than 2017, with specific preferred models for each equipment type, but will consider new equipment as budget allows. The recommended award and contract approval is expected in August 2025.
The evaluation criteria for the proposals will be based on a 100-point system, with 40 points for equipment specifications, 15 points for delivery timeline, and 45 points for pricing. The college reserves the right to award one or more purchases from each equipment type based on the best value, considering factors such as how well the proposals meet the desired scope of work and specifications. Bidders must submit detailed pricing attachments for each equipment type, and while the college does not give preference to historically underutilized or small businesses, contractors utilizing subcontractors will be required to track and report the amount paid to each subcontractor along with their supplier diversity classification. The delivery location is the San Jacinto College Generation Park Campus, Building 9 Center for Biotechnology in Houston, TX, with a preferred delivery date of September 19, 2025.

EVALUATION CRITERIA
An Evaluation Committee will review all proposals according to the criteria stated herein. The committee’s evaluations will be based on all available information, including qualification statements, subsequent interviews/presentations, reports, discussions, reference checks, and other appropriate review.
Proposals will be evaluated using the following criteria:
Factor Points
Section 1: Equipment Specifications 1 – 5 40
Section 2: Delivery Timeline 15
Section 3: Price Proposal* 45
Total 100
* The price proposal for each firm will be evaluated in comparison with the other firms’ price proposals;
however, the number of points possible may be evaluated in proportion to each respondent’s evaluation score received for Section 1: Equipment (1 to 5) in determining “best value”. The College’s preference is to procure used or refurbished equipment; however, new equipment will be considered as the budget allows. The College may purchase more than one system.
