About this file
This document is an Asbestos Survey and Lead-Based Paint Inspection Report prepared by Separation Systems Consultants, Inc. (SSCI) for the Texas Historical Commission, focusing on the Varner-Hogg Plantation located at 1702 N. 13th Street in West Columbia, Texas. The survey was conducted on September 27 and November 4, 2022, with the objective of identifying and sampling suspected Asbestos-Containing Materials (ACM) and Lead-Based Paint Materials (LBPM) in preparation for potential renovation and restoration activities. The investigation involved sampling various areas including the attic HVAC system, crawl space, and interior rooms, using destructive sampling methods to collect representative samples.
The laboratory analysis by Eurofins J3 Resources, Inc. revealed no asbestos-containing materials in any of the samples collected. However, the X-Ray Fluorescence (XRF) Lead Paint Analyzer detected detectable levels of lead-based paint in sixty-two (62) of the interior and exterior painted components tested. The report recommends that these lead-based paint materials should be properly managed during construction activities and disposed of in accordance with regulations. SSCI emphasized that although visible and accessible areas were sampled, hidden materials may be discovered during renovation, and any unidentified suspected ACM or LBPM should be tested or assumed to contain asbestos or lead-based paint and removed accordingly.

1.0 Introduction
Separation Systems Consultants, Inc. (SSCI) has performed an Asbestos Survey and Lead- Based Paint Inspection for the Varner-Hogg Plantation located at 1702 N. 13th Street in West Columbia, Texas 77486 (Site). The objective of the Asbestos Survey and Lead-Based Paint Inspection was to identify and sample suspected Asbestos-Containing Materials (ACM) and Lead-Based Paint Materials (LBPM) to be disturbed during renovation and restoration of the on-site building. The asbestos survey was conducted in accordance with the Texas Asbestos Health Protection Rules (TAHPR) and National Emissions Standards for Hazardous Air Pollutants (NESHAP). The lead-based paint inspection was conducted by a Texas Department of State Health Services (TDSHS) certified lead inspector; however, since the on-site building is not considered target housing under the Texas Environmental Lead Reduction Rules (TELRR), Housing and Urban Development (HUD) guidelines were not required to be followed.
The objective of the Asbestos Survey was to determine the presence and quantities of suspected ACM, to analyze the samples, and to present the findings in a report. SSCI exercised reasonable efforts to accomplish the investigation objectives, applying professional standards applicable to similar work performed in the industry. The survey was conducted in accordance with TAHPR and NESHAP.
Confirmed ACM is categorized as friable or non-friable. Friable ACM is defined as any materials containing greater than or equal to (≥) one-point-zero percent (1.0%) asbestos that when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Non-friable ACM is defined as any materials containing greater than or equal to (≥) one-point-zero percent (1.0%) asbestos that when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure. Regulated ACM (RACM) are those materials that contain greater than one-point-zero percent (1.0%) asbestos and are friable or will become friable due to renovation, demolition, or other disturbances.
Suspected ACM is categorized as surfacing, thermal system insulation (TSI), or miscellaneous.
Surfacing material is defined as any material that is sprayed-on, troweled-on, or otherwise applied to surfaces. TSI is defined as any material applied to pipes, fittings, boilers, breeching, tanks, ducts, or other interior structural components to prevent heat loss or gain. Miscellaneous materials are defined as any material not including surfacing or TSI, such as floor tiles and ceiling tiles.
The objective of the Lead-Based Paint (LBP) Inspection was to inspect the Site for the presence of lead-based paint that is likely to pose a health risk during construction activities. LBP found to be above 1.0 mg/cm2 or 0.5% has a higher potential of releasing lead dust into the air during activities such as sanding, grinding, or abrading. LBP exhibiting concentrations above these limited will be identified in the report. An X-Ray Fluorescence (XRF) Lead Paint Analyzer was used to determine the concentration of lead in the painted components tested.
(281) 486-1943 2
The sampling was conducted on September 27, 2022, and November 4, 2022, by Mr. Dustin Keithley, a Texas Department of State Health Services (TDSHS) Asbestos Inspector (No.
603904) and TDSHS Lead Risk Assessor (No. 2071240).
SSCI is a TDSHS certified Asbestos Management Planner Organization (No. 200059) and TDSHS certified Lead Firm (No. 2110041). Work was performed under the direction of an Individual Asbestos Management Planner (No. 205058). Certifications and TDSHS licenses are presented in Appendix C. The samples taken were collected in accordance with state and federal regulations.
2.0 Site Description
The Site consists of one (1) approximately 5,600-square foot structure two-story building with a small observation room on the roof. The structure consists of wood flooring, wood and wood paneling interior walls and plaster exterior walls with shingled roofing. The Site is identified on the Brazoria County Appraisal District (BCAD) as Property ID No. 161215. According to the BCAD, the Site is currently owned by the Texas Historical Commission.
3.0 Asbestos and Lead-based Paint Sampling
The Asbestos Survey and Lead-Based Paint inspection began with visual observation of the areas to be impacted by the proposed renovation activities. Homogenous areas were identified prior to the start of sampling activities. Homogenous areas are defined as areas consisting of suspected ACM and LBPM which are similar in color, texture, and assumed or actual date of installation.
A total of six (6) samples of suspected ACM representing three (3) homogeneous areas were collected from the attic HVAC system of the on-site building during the September 27, 2022, sampling event. A total of twelve (12) samples of suspected ACM representing four (4) homogeneous areas were collected from the crawl space HVAC system of the on-site building during the November 4, 2022, sampling event. None of the materials sampled were identified to contain asbestos. A table detailing the suspected ACM samples collected is included in Appendix A of this report.
The materials identified as non-friable may become friable during the course of the proposed renovation and restoration activities. Building materials such as fiberglass insulation, wood, metal, plastic, concrete, and glass are assumed to be non-ACM and were not sampled.
The ACM samples were submitted to Eurofins J3 Resources, Inc. (J3) for bulk asbestos analysis. The samples were first examined for homogeneity and preliminary characterization using a stereomicroscope. The samples were then analyzed by Polarized Light Microscopy (PLM) with dispersion staining at 100X magnification in accordance with the Environmental Protection Agency (EPA) "Method for the Determination of Asbestos in Bulk Building Materials" (EPA-600/R-93/116). Percentages for the samples were determined by visual estimation. J3 is a TDSHS-certified asbestos laboratory (No. 30-2073) and an AIHA-Laboratory Accreditation Programs (LAP)-accredited laboratory (No.15-7714).

(281) 486-1943 3
The asbestos laboratory analytical results and the chain-of-custody form are provided in Appendix A. Photographs of the sample locations are provided in Appendix B.
During the lead-based paint inspection, XRF readings were collected for lead concentration in paint. The XRF Analyzer was calibrated prior to start of testing and again at the end of testing.
The XRF measurements from the areas and building materials sampled indicate that sixty-two
(62) of the interior and exterior painted components tested contain detectable levels of lead-based paint. A complete list of sampled surfaces, locations, and results is provided in Appendix A. Photographs of the Site are provided in Appendix B.
Insufficient Data or Inconclusive readings result when the XRF Analyzer is not held flush or is moved during the testing, or if the material being tested was not analyzed effectively using X- Ray Fluorescence. A reading will result but is not reliable in nature. Where possible, sample points resulting in an Insufficient Data or Inconclusive reading were reasonably re-tested until a satisfactory reading was obtained or the material could be reasonably ruled out to not contain
LBP.
4.0 Limitations
Although reasonable effort was made to survey and locate accessible suspect materials, additional suspect materials may be located in walls, voids, or other concealed areas that will be impacted by the proposed demolition or renovation activities. Should suspect materials other than those identified within this report be uncovered during the demolition or renovation process, those materials should be assumed to be asbestos and lead-based paint containing until sampling and analysis demonstrates otherwise.
SSCI exercised reasonable efforts to accomplish the investigation objectives, applying professional standards applicable to similar work performed in the industry. The results, findings, conclusions, and recommendations made in this report are based on conditions observed at the time of the survey.
This report has been prepared on behalf of and exclusively for use by the Texas Historical Commission. for the specific application to their project as identified during communication with SSCI. SSCI does not warrant the work of regulatory agencies, laboratories, or other third parties supplying information, which may have been used in the preparation of this report.
5.0 Conclusions and Recommendations
A total of six (6) samples of suspected ACM representing three (3) homogeneous areas were collected from the attic HVAC system of the on-site building during the September 27, 2022, sampling event and a total of twelve (12) samples of suspected ACM representing four (4) homogeneous areas were collected from the crawl space HVAC system of the on-site building during the November 4, 2022, sampling event of the on-site building located at 1702 N. 13th Street, West Columbia, Texas 77486. Samples were collected using destructive methods necessary to identify suspected ACM. None of the materials sampled were identified to contain asbestos. Based on the asbestos survey performed, SSCI did not identify ACM at the Site.
Britb Highlight
(281) 486-1943 4
The XRF measurements from the areas and building materials sampled indicate that sixty-two
(62) of the interior and exterior painted components tested throughout the structure contain detectable levels of lead-based paint. LBP surveying is not exhaustive by design and is meant to sample representative areas as it can be reasonably assumed that areas which are similar in color, texture, and assumed or actual date of installation will be composed of the same material.
Based on the results of the LBP survey, the lead-based paint material discovered at the Site should be properly managed during construction activities and disposed in accordance with regulations.
Although visible and accessible suspected ACM and LBPM were sampled, hidden suspected materials that were not identified during the survey may be discovered during renovation and restoration activities. If a previously unsampled suspected ACM or LBPM is identified during demolition or renovation activities; stop work and have the material tested, or assume the material contains asbestos or lead-based paint and remove it in accordance with applicable regulations.
SSCI recommends that a copy of this report be maintained on-site during renovation and restoration activities.

Results apply to the sample as received and relate only to the items tested. This report is for the exclusive use of the addressed client and shall not be reproduced except in full, without written approval by Eurofins J3 Resources, Inc. (EJ3). Samples are analyzed according to the methods listed above and are subject to the inherent limitations of PLM and interference of matrix components. Reporting limit for the above method is a function of the quantity of sample analyzed, matrix interference, sample preparation, fiber size, and distribution. Asbestos may be detected in concentrations of <1% by area if sufficient material is analyzed. All reported results have been determined by calibrated visual estimation (CVE) unless otherwise noted. According to the USEPA 1991 Clarification and the Texas Asbestos Health Protection Rule, a material containing asbestos of <10% by CVE (including <1% asbestos) can only be demonstrated as a non-asbestos containing building material (non-ACBM) if confirmed by point counting. EJ3 recommends TEM confirmation of soils, vermiculite and non-friable organically bound materials (NOB) reported as None Detected or < 1% Asbestos by PLM. All samples received in good condi-tion unless otherwise noted. This report shall not be used to claim product approval, certification, or endorsement by NVLAP, NIST, or any agency of the federal government.
