3.10 SCORING CRITERIA.
Respondents shall carefully read the information contained in the following criteria and submit a complete response to all questions in this Section. Incomplete Proposals may be considered non- responsive and subject to rejection. The evaluation committee will determine best value by applying the following criteria and assigned weighted values:
Criteria Weight
A. Price Proposal: 40% B. Respondent’s Comparable Experience: 30% C. Respondent’s Assigned Staff Qualifications: 30%
A. Criteria One: Price Proposal
Use the Contractor’s Price Proposal form attached herein to provide pricing for all items indicated on the form.
There is an opportunity for a respondent to achieve a higher score by submitting the most competitive pricing offer in its response.
B. Criteria Two: Respondent’s Comparable Experience
Use the Contractor’s Qualifications Statement form attached herein to describe a maximum of six (6) projects completed, or at least 80% complete, within the past five (5) years by your organization. This is to demonstrate your organization’s capability to perform the work.
List the projects in order of relevance, with the projects that best demonstrate your ability to complete this project listed first. If desired, include photographs or drawings to better convey the scope and nature of these projects to the evaluation committee.
Prior or current projects for the Texas Historical Commission should be included on the form only if they are relevant to this solicitation due to similar project scope. Do not include projects solely because they were performed for the THC. The evaluation committee will take into consideration the overall quality of the service provided by the vendor on prior and current projects, regardless of whether they are included in the Contractor’s Qualifications Statement.
For each project, provide all information requested on the form. If a particular piece of information is not applicable for a particular project (e.g. a project that did not have an architect or engineer) note “N/A” in that box.
C. Criteria Three: Respondent’s Assigned Staff Qualifications
Provide detailed resumes for both the project manager (the primary point of contact at the Respondent’s Main office) and the site superintendent (the person who will be on site full-time for the duration of the project) who will be assigned to the project. Respondent may also provide narrative that describes, in detail, any additional qualifications. You may provide resumes of other staff who will be assigned to other roles in the project, but you must clearly identify who will fulfill the project manager and the site superintendent roles. Failure to do so may

3.11 EVALUATION AND AWARD.
The RFP provides the information necessary to prepare and submit competitive proposals for consideration and ranking by the THC. Based on the ranking and at THC’s sole discretion, the THC will identify the Proposals that are within the competitive range and that offer the “best value” for the State to participate in oral discussions.
The work will be awarded under a Lump-Sum contract to the Respondent offering the “best value” to the THC.
a) A committee will be established to evaluate the Proposals. The committee will include employees of THC and may include other persons invited by THC to participate.
b) The evaluation committee will determine if Best and Final Offers are necessary. Award of a contract may be made without Best and Final Offers. THC may, at its discretion, elect to have Respondents provide oral presentations and respond to inquiries from the evaluation committee related to their Proposals. A request for a Best and Final Offer is at the sole discretion of THC and if issued will be extended in writing.
c) THC shall award a contract to a Respondent whose Proposal is considered to provide the best value to the State of Texas, as defined by Tex. Government Code, Section 2155.074.
