About this file
This document is Attachment F from the Texas Department of Motor Vehicles (TxDMV) providing Historically Underutilized Business (HUB) Subcontracting Plan Instructions. The document outlines detailed requirements for HUB certification and participation in state procurement processes, emphasizing that failure to include a completed HUB Subcontracting Plan with a response will result in disqualification.
The instructions define a HUB as a business that is at least 51% owned by specific demographic groups, including Asian Pacific Americans, Black Americans, Hispanic Americans, Native Americans, American women, and/or Service-Disabled Veterans, with additional requirements such as having a principal place of business in Texas and an owner who actively participates in the entity's management. The statewide HUB Program aims to facilitate the use of HUBs in state contracts for construction, services, and commodity purchases, with vendors required to submit a completed HUB certification application to the statewide HUB Program. Questions regarding the program can be directed to the TxDMV HUB Office at hub@txdmv.gov.
