About this file
This document is a technical specification from the Texas Department of Transportation (TxDOT) for procuring a Dynamic Friction Tester (DFT) for the Materials and Tests Division in Austin, TX. The specification details the requirements for a USB-compatible DFT that meets ASTM E-1911-98 standards, capable of measuring road surface friction properties. The equipment must be new, lightweight (maximum 34 kg), transportable by passenger vehicle, and able to operate between 10-80 km/h. The DFT must include specific features such as an attached water tank, ten sets of rubber sliders, a thickness gauge, and a Windows 10 compatible operating system. Delivery is specified for the TxDOT campus at 6230 E. Stassney Lane in Austin, TX.
The specification includes a 12-month warranty requirement, with the warranty period beginning after TxDOT accepts the instrument into its inventory. Payment terms are set at 30 days after acceptance inspection and completion of installation. The procurement process emphasizes environmental considerations and encourages suggestions for future specification improvements. Additional requirements include providing operational and service manuals, safety plaques, and a list of Texas-based service dealers. The document indicates that TxDOT will provide a point of contact and access to necessary information, with contract administration being a joint responsibility between the contract administrator and purchasing staff.
