About this file
This is a pre-solicitation meeting notice from the Texas Comptroller of Public Accounts' Statewide Procurement Division (SPD) regarding a multi-year statewide contract for Pre-Sort (Barcode) Mail Services. The SPD will hold a virtual pre-solicitation meeting on February 19, 2025, at 11:00 am via Microsoft Teams to review draft specifications, statement of work, price sheet, and market conditions. While attendance is not required to respond to the anticipated solicitation, participation is strongly encouraged. Vendors must RSVP to Jennifer Walls at Jennifer.walls@cpa.texas.gov before close of business February 18, 2025, to receive the meeting link.
The meeting will focus on gathering vendor input regarding presort methods/sorting levels, efficiency of line items on the draft price sheet, potential cost increases in the draft statement of work, suggested improvements to better serve Texas and vendors, and additional contractor service fees beyond USPS presort and barcode discount rates. Draft specification sheets have been uploaded to ESBD with the notice and must be reviewed prior to the meeting, as they will not be available afterward. The notice explicitly states that holding this pre-solicitation meeting does not guarantee SPD will solicit the items, implement any requested changes, or award a contract.

TEXAS COMPTROLLER OF PUBLIC ACCOUNTS
STATEWIDE PROCUREMENT DIVISION
NOTICE OF PRE-SOLICITATION MEETING
Pre-Solicitation Meeting for Pre-Sort (Barcode) Mail Services
In preparation to solicit for a multi-year statewide contract for Pre-Sort (Barcode) Mail Services, the Statewide Procurement Division (SPD) of the Comptroller of Public Accounts requests a pre-solicitation meeting with the vendor community to discuss, at a minimum, the following topics:
1. SPD would like to know which items within the different presort methods/sorting levels would best support the class of mail used by the state of Texas for pre-sort and barcode mail services?
2. Are any line-items shown on the draft price sheet not an efficient use for the state of
Texas agencies?
3. Within the draft statement of work, are there any items that could cause an un-necessary increase in cost?
4. Do you foresee any potential changes within the draft statement of work that will better suit the state of Texas and the vendor community?
5. SPD is aware of the USPS presort and barcode discount rates and would like to know if there are additional contractor service fees that are applicable to presort methods/sorting levels shown on the draft mandatory price sheet?
SPD intends to hold a pre-solicitation meeting on February 19, 2025, at 11:00 am, virtually, to review draft specifications, draft statement of work, draft price sheet, and market conditions.
Draft specification sheets have been uploaded to ESBD along with this notice. SPD asks all vendors to review these sheets PRIOR to attending the meeting. The draft documents will not be available after the meeting.
Vendors who wish to participate in the pre-solicitation meeting should RSVP to Jennifer
Walls at the email address listed below. SPD will offer online access to this meeting. Online access will be via Microsoft Teams. Attendance to this meeting is not required to respond to the anticipated solicitation, but participation is strongly encouraged.
Holding the pre-solicitation meeting in no way guarantees SPD will solicit the items, implement any requested or discussed changes, or award a contract.
For the weblink to the meeting, please email Jennifer.walls@cpa.texas.gov before close of business February 18, 2025.
