About this file

This is a draft specifications document from the Texas Comptroller of Public Accounts' Statewide Procurement Division (SPD) for Pre-Sort (Barcode) Mail Services. The document outlines requirements for comprehensive mail processing services including automation and non-automation processing of letters, flats, and postcards with estimated annual volumes of 2,395,746 letter pieces, 100,546 flat pieces, and 53,204 postcard pieces. The contractor must provide daily pickup services Monday through Friday between 8:00 AM and 5:00 PM, with both same-day and next-day USPS delivery options. The specifications require dedicated customer service representatives, personnel screening including background checks and drug tests, USPS-certified facilities and equipment, and a demonstrated disaster recovery plan.

The pricing structure consists of 24 distinct line items covering various mail classifications and contingency services, with three primary fee components: Contractor Service Fees, Same Day Service Fees, and Next Day Service Fees. Contractors must meet a minimum daily volume requirement of 1,500 pieces per customer location, though lower limits may be mutually agreed upon. The contractor must maintain insurance against mail damage, loss, or theft, and provide secure facilities and vehicles for mail transport. While no specific budget is outlined, the contract requires vendors to have at least 10 years of experience providing pre-sort mail services to federal or state government agencies and must not have filed for bankruptcy within the last eight years.
