About this file
This is Addendum No. 1 to RFQ 2024-085 issued by the City of Waco Purchasing Services for the Waco MPO Place-Based Safety and Demonstration Projects. The addendum provides clarifications on installation responsibilities, oversight requirements, and project locations in response to questions received about the RFQ. Key project sites include Baylor Campus/La Salle Avenue, Valley Mills Drive at Dutton/Memorial, Downtown Waco, Loop 340 in Bellmead, Loop 340 and US 77 in Robinson, and Hewitt Drive in Hewitt. The bid opening will occur at 1415 N. 4th St. Waco, Texas via Zoom Video & Dial-in, with proposals due December 12, 2024 at 2:00 PM CT and opening at 2:01 PM CT.
The addendum clarifies that installation of demonstration projects is included in the contract scope and will be self-performed by the selected consultant or their subcontractor. Plans do not need to be sealed by a professional engineer, and while subcontractor identification is preferred in proposals, they can be identified later. There is no page limit on SOQs, though additional background information should not exceed 5 pages. Three references are required, including client contact information, project details, and completion timeframes. TxDOT does not consider these installations to be construction projects, and some involvement from MPO, City Public Works, and TxDOT Waco District staff can be expected during the project.

Addendum to RFQ 2024-085: Waco MPO Place-Based Safety and Demonstration Projects
The following clarifications are provided in response to questions received regarding RFQ 2024- 085:
1. Installation Responsibilities
• Installation of the demonstration projects will be included in the scope of this contract.
2. Involvement of MPO/City Public Works/TxDOT Waco District Staff
• Some involvement of MPO, City Public Works, and/or TxDOT Waco District staff can be assumed during the project.
3. Construction Oversight and Execution
• The majority of installation is expected to be self-performed by the selected consultant or performed by a subcontractor hired by the consultant.
• The consultant (or their subcontractor, acting on their behalf) will be responsible for directing and overseeing the installation of the demonstration projects, as well as the removal, if necessary.
• TxDOT does not consider these installations to be construction projects.
4. Subcontractor Identification
• While it is preferred that respondents identify subcontractors in their proposals, it is acceptable if subcontractors are identified at a later date. The City cannot provide a list of potential subcontractors prior to the selection process.
5. PE Requirement
• Plans do not need to be sealed by a professional engineer.
6. References (Page 11, item 5(c))
• Each response should provide the City at least three (3) references . . .”.
• For each reference, please provide client’s name and telephone number, project name and description, and timeframe for project completion.
7. Page Limit
• There is no page limit on SOQ. Additional background information should not exceed 5 pages.
8. General Requirements (Page 10, item D4(a))
• This is a general statement with claims for the firm’s qualifications, competence, capacity, and its approach to similar projects.
9. Project Sites:
• Baylor Campus/La Salle Avenue (Between University Parks Dr. and the Traffic Circle), Waco, TX – La Salle Avenue serves as a dividing line between low-income neighborhoods and Baylor University. Its uses are largely divided between students and local traffic, neither of which can confidently move safely across the corridor as a pedestrian or cyclist.
• Valley Mills Drive at Dutton/Memorial, Waco, TX – With eight lanes of traffic, no turn lane, and a complete lack of appropriate pedestrian crossings, interventions along this corridor will focus on improving safety outcomes for pedestrians and bicyclists who must utilize the space despite its safety record. This location is a crash hotspot, and a school exists in the area.
RFQ 2024-085 Addendum 1 Page 2
• Downtown, Waco, TX – International Park(ing) Day will provide an ideal environment for this project in downtown Waco. Combining this opportunity for placemaking and prioritization of pedestrian use with a well-recognized and respected event will allow the MPO the opportunity to gain community buy-in and test intervention effectiveness within the context of the county’s most urban space. Additionally, downtown has three schools with significant safety challenges for VRUs.
• Loop 340 (Between HW 84 and I-35), Bellmead, TX – The portion of Loop 340 in which demonstration projects would be implemented is located at Bellmead’s primary activity center. While it contains a significant amount of retail traffic, it is also home to the City’s high school, which lacks safe and appropriate pedestrian infrastructure, and has five schools in the nearby area.
• Loop 340 and US 77, Robinson, TX – This location has recently become problematic with the addition of service roads to Loop 340. Traffic in this area combines too much variation in speeds, directions including sudden U-turns and thereby making the neighborhoods significantly challenging for VRUs.
• Hewitt Drive (Panther Way Intersection), Hewitt, TX – Midway Middle School students along this corridor are unable to safely move throughout this area. This intersection represents the highest number of crashes on Hewitt Drive, and a total of four schools are located in the area.
This addendum is issued to ensure all respondents have the same understanding of the expectations outlined in the RFQ.
