About this file
This document is an addendum to a solicitation (Solicitation No. 25R0001928) issued by the Texas Department of Public Safety (TXDPS) for the administration and monitoring of Law Enforcement Promotional Exams. The addendum extends the bid due date from November 26th, 2024, to December 10th, 2024, and provides responses to vendor questions. The contract will require the selected vendor to provide a minimum of two testing facilities in each of the six TXDPS regions in Texas, with capabilities such as audio and video recording, encrypted data servers, physical dividers, and the ability to schedule and administer exams electronically. The vendor must also provide an online remote proctoring option and offer reasonable security features. The exams will be electronically scored, and results will be provided to the tester and TXDPS. The contract term is for 5 years.
The solicitation requires vendors to comply with Historically Underutilized Business (HUB) participation requirements and submit a HUB Subcontracting Plan as part of their response. The state has determined that subcontracting opportunities are probable under this contract, and vendors must meet or exceed the state's HUB goals through their subcontracting plan. The final contracted pricing and payment structure will represent the contractor's sole compensation, with no minimum guarantee. The state has not provided any information on incumbent vendors or current contractors for this opportunity.

5. NAME AND ADDRESS OF OFFEROR
6. The above numbered solicitation is amended as set forth in Item 7. The hour and date specified for receipt of Offers is extended, is not extended.
Offers must acknowledge receipt of this addendum prior to the hour and date specified in the solicitation or as amended, by one of the following methods:

7. DESCRIPTION OF ADDENDUM: The purpose of this addendum is to update bid due date and post vendor Q&A.
Deadline for DPS to receive bids has been extended from November 26th, 2024, to December 10th, 2024.
1. With the Thanksgiving holiday approaching, and in order to provide a comprehensive bid, would it be possible for the timetable to be moved back, so that all questions would be due to the Department on 11/19, and bids would be due on 12/10? 12/10 due date
2. What is the anticipated award date? December 20th, 2024.
3. What is the anticipated start date for the new contract? January 1, 2025
4. In the Scope of Work Recommendations, a requirement is listed that “Vendor will have an online proctoring testing solution option for testers to take on TXDPS issued computers.” We are wondering whether this is an error: wouldn’t the candidates be taking online exams from their own computers? Perhaps the Department could clarify this. This option is preferred but not a requirement. We eventually want to have this option available to us.
5. I can’t tell if it’s for the same program/contract that we currently have with the Department. Can you confirm if it is? Yes
Except as provided herein, all terms and conditions of the solicitation, as heretofore changed, remain unchanged and in full force and effect.
