About this file
This document is an Addendum to an Invitation for Bid (IFB) issued by the Texas Comptroller of Public Accounts (CPA) Statewide Procurement Division for a contract to provide a variety of prison commissary goods. The Addendum revises the Mandatory Price Sheet and Attachment F, and provides responses to submitted questions. Changes include updating the specifications for laundry detergent and light bulbs. The IFB covers an estimated 1,200 to 67,000 cases of items such as illustration boards, plastic bowls, electrical cords, fans, and colored pencils, with delivery required to statewide locations. The contract term is not specified, but the bid is due on December 9, 2024.
The IFB requests firm, all-inclusive, fixed pricing per unit and will evaluate responses for responsiveness, risk of non-performance, and best value to the state, with awards made on a line-item basis. It does not mention any set-aside designations or restrictions on the types of organizations that can respond, nor does it provide details on any incumbent vendors or current contractors, existing infrastructure or technology integration requirements, or the possible award values or budget ranges for this procurement.

Questions and Answers IFB No. 304T-25-680A3.1 Title:
Question No. Question Answer
1 Could you tell me if we can only bid for one item on the list and not the whole project, please?
Respondents are permitted to bid on a single line item. Respondents are not obligated to bid on all items for this solicitaiton.
Regarding IFB Section B.3.5.1 references a waiver of notice if Contractor requests termination. Can CPA please clarify if the Contractor has the right to terminate for convenience, as suggested in B.3.5.1?
Contractor does not have the right to terminate for convenience;
however, in extenuating circumstances, CPA will consider a Contractor's request to terminate a Contract.
Lines 6: Detergent, Laundry, Powder, Concentrated, Unscented:
According to our procurement department all manufacturers have transitioned all their “unscented” products into package sizes over 20.8 ounces. Would the state accept a “scented” product that meets the specifications?
Yes, this is acceptable. Reference Attachment F and Mandatory Price Sheet Changes.
4 Lines 2: Bowl, plastic: In order to make this a competitive bid, would the state change line specification #2 Shape: to round or square? CPA declines to make the requested change.
Lines 5: Cord, Electrical, Two Outlet, clear: In order to make this a competitive bid, would the state amend line specifications #1 Two or five outlet power strip?
CPA declines to make the requested amendment.
Lines 5: Cord, Electrical, Two Outlet, clear: In order to make this a competitive bid, would the state amend line specifications #7 Case Quantity: 24 or 48 per case?
CPA declines to make the requested amendment.
Lines 7: Fan, Clear: In order to make this a competitive bid, would the state amend line Proprietary Manufacturer/Brand or Equal : Lasko #3530CL or equal
CPA declines to make the requested amendment.
In the description of the Fan, it states, "Tamper Proof", can you be more specific. Does that mean if we use "tamper proof" screws we are good?
Yes, tamper proof or security screws will meet the requirements of this specification.
9 When does this solicitation bid officially cover...or when does it officially start?
Reference Part A, Section A.3 Term of the Contract. The initial term of this Contract commences on the effective date set out in a Notice of Award issued by CPA.
10 And what is the end date?
This Contract will automatically expire August 31, 2025. CPA may unilaterally renew the Contract annually until August 31, 2027, or until a new Contract is put in place which may take up to one (1) additional year.
Regarding Line 3 (Bulb, Light, Energy Saving), the specifications call out for a 9-10W=40W LED bulb. However, 9-10W generally equates to 60W, while 5-6W= 40W.
Is it possible the State is wants a 60W bulb?
Reference Attachment F Changes per this Addendum.
