About this file

This document provides quick information on the Historically Underutilized Business (HUB) Subcontracting Plan (HSP) requirements for a contract opportunity with the Texas Facilities Commission (TFC). The HSP is a required document to be submitted for each service requested as part of the contract, either as a master plan or for each individual service. The HSP must be updated if there are changes such as increasing the awarded amount to a subcontractor or adding a new subcontractor. A Progress Assessment Report (PAR) must be submitted with each invoice to demonstrate compliance with the HSP. The document also outlines the audit process where subcontractors and suppliers will be contacted to confirm payments. This information applies to award respondents for FMO Maintenance and Repair contracts with TFC, who are required to maintain the HUB Subcontracting Plan for the life of the contract.

The document provides guidance on the HUB subcontracting requirements, including who should be added to the HSP, the difference between a master HSP and submitting an HSP for each service, and when a HSP revision is required. It emphasizes the importance of maintaining the HSP and submitting the required PAR reports throughout the contract period.

Master HSP: One main HSP (Utilization Plan) on file, with a list of ALL subcontractors and suppliers you potentially may use during the term of the contract.

After all subcontractors that are listed on the HSP have been entered into the B2G system and the plan is meeting compliance, the HSP becomes a Master HSP.

Submittal of an HSP for Each Service: A requisition header will be created for you to submit an HSP in B2G for EACH service that is requested by TFC.

Increasing awarded $ amount to a subcontractor and/or supplier.

Adding a new subcontractor and/or supplier who is not listed on your HSP.

Extra scope (subcontracting intention) is needed that is not listed on your plan.

PAR

(Progress

Assessment Report)

PAR must be submitted with EACH invoice.

This is REQUIRED with all methods of compliance.

PAR must reflect HSP.

AUDITS

Any potential subcontractor and/or supplier you may use to perform a service, buy non-inventory supplies, or rent equipment from. It is highly recommended to add vendors you use on a regular basis.
