About this file
This document is a presentation from the Texas Department of Licensing and Regulation (TDLR) for a pre-offer conference regarding their Legacy Systems Replacement Project. TDLR seeks to replace multiple, siloed licensing systems with a comprehensive, cloud-based licensing and regulatory solution. The project objectives include improving efficiency through increased automation, facilitating all license activities through a single portal, and creating seamless integrations with external systems. TDLR intends to convert a large portion of historical records as part of this project. The procurement schedule outlines key dates, with the deadline for submitting offers on September 16, 2024, and the expected contract award on February 13, 2025.
The presentation provides an overview of TDLR, which supports licensing and oversight for over 200 license types, approximately 40 licensing programs, and 919,000 active licenses. TDLR requires the proposed solution to be robust, mature, and meet specific functional and non-functional requirements with minimal custom development. The solution must include full implementation services, such as project management, design, integration, data migration, and ongoing maintenance and support. Respondents should provide a SaaS or a vendor-hosted and managed solution.
