About this file
This document is a requirements gathering guide for the Texas Department of Licensing and Regulation (TDLR) related to their Industrialized Housing and Buildings (IHB) program. The guide covers the current state licensing workflows for two license types: Industrialized Housing and Buildings Certified Manufacturers (IHM) and Third-Party Inspectors (TPI). The purpose of the requirements gathering is to define current-state licensing workflows, uncover process gaps and deficiencies, and enable the comprehensive development of future-state workflows and the implementation of a standardized licensing platform. The guide covers the current application processes, including manual generation of renewal notices, processing of application fees in QuickBooks, and data management in an Access database. It also details the existing IHM certification process and requirements.
The guide provides detailed questions to gather information on the current state workflows, including the level of manual/paper-based processes, systems utilized, timelines, interfaces with other systems, roles and responsibilities, legal documents, work effort, pain points, and differences between initial and renewal applications. This information will be used to develop future state workflows and select a new standardized licensing platform to improve TDLR's operational efficiency.
