About this file

This document is the Attachment G.E - Ellington AFB (EF) Safety Policies and Procedures for a state and local contract opportunity. It outlines the safety requirements and submittals that the contractor must comply with for this project. The key details are:

The contractor must submit a qualified OSHA-trained safety representative who will be responsible for overall supervision of accident prevention activities and ensuring safety requirements are incorporated into work methods. The contractor and all employees must be trained and certified in OSHA 1926 construction safety procedures. The contractor must develop and submit for approval a job hazard analysis, job safety and health plan, and a hazard response plan to address potential hazards like contaminated soils. The contractor must also submit a temporary utility plan describing electrical, water, sanitary, and other utility requirements. Monthly safety meetings with all personnel and subcontractors are required, with meeting minutes submitted to the project manager.

The document specifies the minimum required elements of the contractor's health and safety plan, including a hazard analysis, employee training, personal protective equipment, medical surveillance, air monitoring, site control, decontamination procedures, emergency response, confined space entry, and spill containment provisions. Deficiencies in the plan must be corrected immediately upon discovery.
