About this file

This document is a Standard Operating Procedure (SOP) for Ellington Field (EF) in Houston, Texas, regarding the inadvertent discovery of unmarked burials. The SOP outlines the responsibilities and actions to be taken by various stakeholders, including installation leadership, training site managers, civil engineers, security police, public affairs, and legal representatives, when such discoveries occur. The triggering events include ground disturbance activities like construction, maintenance, off-road traffic, and outdoor recreation. The key steps outlined in the SOP include ceasing ground-disturbing activities, securing the discovery location, notifying the Environmental Manager, protecting the remains and artifacts, and initiating appropriate consultations if the remains are determined to be related to the Native American Graves Protection and Repatriation Act (NAGPRA).

The related state and local contract opportunity is for the Hush House Power Restoration Building 1395 project, located at the 147th Attack Wing in Houston, Texas. The Texas Military Department (TMD) is seeking a contractor to remove and replace wire from existing conduit and install new 15 kilovolt (kV) wire for a transformer at this location in Harris County, Texas.
