About this file

This document contains amendments to a Request for Proposals (RFP) issued by the Texas Lottery Commission to solicit proposals for lottery operations services and equipment, including a Lottery Gaming System and related services. The amendments cover various aspects of the RFP, such as changes to the question submission and response process, the required proposal format and contents, facilities support services, permanent out-of-home billboards, and conversion milestones. The RFP seeks a single vendor, referred to as the Lottery Operator, to provide an integrated approach to game development, systems support, sales, marketing, warehouse, and distribution services. The Texas Lottery is not predisposed to any particular solution and is open to collaboration among multiple entities, but the Lottery Operator will be the primary contractor responsible for all goods and services. The RFP and associated activities are being conducted in accordance with the State Lottery Act and other applicable laws in Texas.

The RFP includes pricing and financial requirements, such as the Proposer's Commitment and Start-Up Costs, which must be submitted separately from the Cost Proposal. The Texas Lottery is not relinquishing control over lottery operations, and the Successful Proposer will function under the supervision of the Texas Lottery, adhering to applicable statutes and the highest ethical standards.
