1. Project Title: Remove and Replace South Side 6th Floor Roof

3. Building Location Hours: Building normal working hours are from 6:00 am to 6:00 pm, Monday through Friday. Work that does not interfere with normal operation of building tenants may take place during these hours. Any work that may possibly affect building tenants shall take place outside of these hours.

6. Notice to Proceed:
6.1 The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.
6.2 Before any of the work within the scope of the contract is started, the Contractor shall confer with the COR and agree on a sequence of procedure; means of access to premises and building; delivery of material and use of approaches; use of corridors, stairways, elevators, and similar means of communications; and the location partitions, eating spaces for spaces for Contractor’s employees and the like.
6.3 After a Notice to Proceed is given the Contractor has 14 days to submit a construction schedule.
7. Period of Performance: 120 Calendar days from Notice-To-Proceed (NTP). 120 calendar days performance is inclusive of contractor badging, submittal approval process and scheduling access to various construction areas. Contractor is to make every effort to complete this project in a timely manner.
7.1 Project Schedule/Meetings: The General Contractor shall submit a Construction Schedule within fourteen (14) calendar days of Notice-To-Proceed.
7.1.1 Coordination Meetings:
7.1.1.1 Pre-construction: One each
7.1.1.2 Meeting location: 819 Taylor Street, Fort Worth, TX.
7.1.2 Construction Progress Meetings:
7.1.2.1 Progress Meetings: Progress Meetings shall be conducted at regular intervals as merited by the progress of the Work.
7.1.2.2 Substantial Completion: One Substantial Completion Meeting shall be held following notification of the Contracting Officer by the General Contractor that the project is Substantially Complete.
7.1.2.3 Final Completion: One Final Completion Meeting shall be held following determination that the project is complete.
7.1.2.4 Meeting Locations: All Construction Progress Meeting shall be held at the construction site unless otherwise noted. Representative of the General Contractor and GSA are required to attend.
8. Description of Work: Contractor shall provide all materials, labor, tools, equipment and supervision to accomplish tasks as outlined in contractor documents.
Remove existing aggregate surfacing and BUR membrane and 1/8 in. per foot tapered insulation boards down to existing concrete deck, including removal of existing metal flashings.
Thoroughly inspect the deck, remove and repair any damaged or deteriorated substrate.
Install two layers of new 2-1/4-inch thick polyisocyanurate insulation (attached with foam).
Install 1/8-inch per tapered polyisocyanurate crickets as shown drawings adhered to insulation (attached with foam).
Install new 1/2-inch thick cover board set in foam adhesive.
Install new wood blocking at perimeter edge to match thickness of new insulation.
Install new 3-ply (2 cold applied SBS base plies and 1 cap sheet) modified bitumen roof membrane.
Install new sheet metal perimeter edge flashings and penetration flashings.
Install new modified bitumen base flashings in cold adhesive.
Install new concrete walkway at base of stairs.
9. Liquidated Damages: The following cost shall be levied against the contractor at a rate of $78.00 per day for everyday that exceeds the contract completion date, (CCD).
10. Sustainability: Please refer to spec 01130 Section 1.4 Sustainability for all requirements; at a minimum the following will be required.
10.1 Green Purchasing: See attachment 2 for all green purchasing requirements
10.2 Waste Diversion: Fourteen days after Notice to Proceed (NTP), the Contractor shall submit to the Project Manager, an updated Non-Hazardous Solid Waste Management Plan to include (not limited to):
List of materials Contractor will reuse List of materials the Contractor will donate and name and address of donation recipient.
List of materials the Contractor will recycle and the name and address of the recycler. If Contractor receives recycling revenue, Contractor shall keep revenue and provide receipt for GSA for reference.
Name and location of solid waste landfill for non-diverted material.
11. Other Requirements:
11.1 Security: The contractor shall be responsible for completing all necessary paperwork to obtain security clearances and badges for contractor personnel who will work on the project. Workers without completed security clearances will not be permitted on the work site. The contractor shall be responsible for the security of the work site. The contractor shall provide adequate safety measures such as warning signs, barriers, dust protection, or other measures as required to secure the job site and to protect building occupants from any hazards associated with the work of this project.
11.2 Clean-up: Clean-up shall be performed on a daily basis, without allowing trash or construction debris to pile up in the work site or any other locations inside the building. Contractor supplied on-site dumpsters may be used for disposal of trash and construction debris. The contractor shall leave the work site in a “broom-clean” condition at the end of each work day. Upon completion of the project, all trash, discarded material, or other refuse shall be collected and removed from the site and disposed of as approved by the COR.
11.3 Protection of Government Property: Contractor shall protect all Government property against damage, to include but not limited to dust, fumes, impact, scratching, water, paint, joint compound, power failure, power surges, weather, heavy equipment, et cetera. All damages caused by the Contractor, whether to equipment, furniture, roads, landscaping, building components or any other type of Government property encountered at or near the project site shall be repaired or replaced to match existing and to the satisfaction of the Contracting Officer at no cost to the Government.
11.4 Occupancy of Government Facilities: When the Contractor has complete or partial occupancy of any building or facility, the Contractor shall be responsible for properly informing the Contracting Officer’s Representative of any condition which would jeopardize the building or its contents, such as loss of heat, air conditioning, danger of pipes freezing, loss of electric power, water, sewer or gas services or loss of building security. Contractor shall call telephone number 817-307-8778 and inform the Contracting Officer’s Representative or, if after business hours, call 817-307-8778. Contractor is responsible for correcting all situations under the scope of this contract or caused by the Contractor, and shall notify the Contracting Officer’s Representative immediately for situations not covered by this contract, or emergency situations beyond the Contractor’s control.
12. Submittals: All submittals are required to be submitted within 14 calendar days after NTP is issued.

13. Closeout Plan: Requirements for contract closeout are to be submitted 14 calendar days after substantial completion. Submit the following:

13.2 Pre-final, final, all punch list items complete, and Customer acceptance prior to contract required completion date.
13.3 Waste Diversion Submittal: Post construction
13.4 Warranty documents

Sustainability:
· Green Purchasing:
· The contractor shall refer to the “Green Procurement Compilation” for all products being installed in federal facilities. The Green Procurement Compilation can be found at https://sftool.gov/greenprocurement. The standards found in this compilation shall guide all product purchasing decisions as they relate to federal facilities.
· The use of the following standards (“Key Sustainable Product” or “KSP” standards) is mandatory for all contracts and task orders. See https://sftool.gov/green-products/1037/key-sustainable-products for more details.
· Nylon Carpet: NSF 140 Gold certification and > 10% post-consumer recovered content.
· Interior Latex Paint: < 50 grams per liter (g/L) VOCs post tint (i.e. SCAQMD Rule 1113 standard).
· Gypsum Board: Greenguard Gold Standard or 0 g/L VOCs.
· Acoustical Ceiling Tiles: Meets California Section 01350 standard for low-VOC materials and total recycled content > 20% and recyclable in a closed loop process and USDA Certified BioPreferred and Environmental Product Declaration (EPD) available.
· Concrete (ready-mix and site-mix): > 25% fly ash or > 15% ground granulated blast-furnace (GGBF) slag A. For each KSP listed, the Contractor shall submit proof of compliance to the CO or his designee prior to the installation of the product or material. The CO’s designee shall verify compliance.
B. If the KSP materials listed above are 1) not reasonably available within a reasonable period of time; 2) fail to meet the performance standards set forth in the specification or fail to meet reasonable performance standards of GSA; or 3) are available only at an unreasonable price, only then can the Contractor use other types of products. In these cases the Contractor shall select products and materials, to the extent possible, which are the safest and most environmentally friendly. Exemptions must be submitted in writing and can only be approved by the CO.
