EQ7PSWF-18-0012 - Amendment 4 - All RFIs and Answers
(1) In addition to the SF 424 and the Agreement, did you also want the following to be included in the Price Proposal (Volume 2)? Reps & Certs, SF 24, GSA Form 527, Vets 4212, JV agreement? ANSWER: All bidders should register in “System of Award Management,” with correct notations – particularly Woman-owned status. SF 24 is BID BOND; yes, it is required, and yes, please put in price proposal. GSA 527- Contractor’s Qualifications and Financial Information – yes, please put in Volume 2 – Price proposal. Vets 4212 – please put in volume 2 price proposal. JV agreement – IF applicable – also please put in Volume 2 Price Proposal.
(2) The solicitation (p. 16 of 23) says no Subcontracting Plan is required, yet it appears a Subcontracting Plan is required on page 1 (item 552.219-71) and on page 13 (FAR 52.222-23). Can you confirm whether we need to submit one and, if so, in which Volume? ANSWER: “NOT APPLICABLE” is in the comment section.
(3) Were there page limits on the Technical Proposal? ANSWER: There are no page limits for the Technical Proposal. It should adequately cover three (3) projects (in the last five years), and qualifications of the project manager and the superintendent, and the proposed construction schedule – any format – showing completion in 120 days.
(4) I didn't see in the solicitation that you wanted to see a written approach to the proposed scope of work. Do you need to see a written plan? ANSWER: There is no requirement for a written approach; just a schedule, in any format.
(5) The Bid Pricing page appears to be for a different proposal. Can you check that? ANSWER: FIXED with Amendment 3
(6) Please clarify the work hours for the project. There are references in the specs to both 6am-6pm and 7:30am-5:30pm ANSWER: The building hours are 6am-6pm. After hour work has to be requested and is typically approved.
(7) 01 91 13 1.2 references specification 23 05 53 Mechanical, but there is no mechanical spec section. Please provide the mechanical spec section if required or note if that reference is to be deleted ANSWER: Specification addresses start-ups for mechanical equipment that has to be removed and subsequently re-installed in order to facilitate roof installations.
(8) 01 74 19 1.6G references LEED submittals. Is this a LEED project? Are there other LEED requirements? ANSWER: This is not a LEED project.
(9) What are the requirements for independent testing/inspections? Who is to pay for the independent testing/inspections, the owner or the contractor? What are the frequency and requirements for the testing/inspections?
ANSWER: The contractor is responsible for paying for the testing and inspections. A final inspection of the roof by the material manufacturer will be required to certify the roof and issue a 20 year warranty. Startup and testing of any mechanical equipment and piping that is moved and or shutdown.
(10) On the specs is calling for painting scope can you verified the areas that needs to be painted? ANSWER: Paint will be required for any flashing, mechanical equipment curbs or roofing accessories that are not prefinished by the manufacturer.
(11) Are we able to us a bob tail(big trucks) or a dumpster to load the trash into? Are we able to leave it parked in the loading dock during business hours? ANSWER: Big trucks or a dumpster can be used. The loading dock can be used to load and unload materials. Due to other activities in the building and the limited space in the loading dock area, the loading dock may not be used to park a truck or dumpster all day.
(12) Are we able to anchor into the side of the building trash shoots from the 7th floor down to the loading dock? This would require an anchor being drilled into the outside wall every few feet to make sure that the trash shoot is secure to the wall and prevent any injuries. ANSWER: Do not recommend anchors drilled into the exterior wall every few feet. An alternative method will need to be utilized.
(13) If the concrete is damage needs to be repaired before we finish with the project then would we be able to submit for a supplement for the repair later if we include our price up front or do you want that included in the bid? ANSWER: No, contractors’ are to include any damages to be repaired in their proposal.
(14) Something that was not included in the scope of work was the damaged PVC pipe that holds the wires up for the Satellite dishes. They are severed in multiple areas and would recommend then being replaced. The total length would not exceed 200 Ft. Can we add this into the scope of work? ANSWER: Should this be the responsibility of the Agency that installed/owns the equipment? Otherwise it is a small amount of money and should be included.
(15) There was an old AC unit footings that was on the roof before it was removed. The support footings are still in place. Would you like our team to terminate the footings and level that area because there is no AC unit there? ANSWER: Yes, reference Keyed Note 22 on drawing A-101.
(16) Will we setup the material hoist at night or weekends?
ANSWER: Your choice, I will need advance notice to coordinate night or weekend work.
(17) Will the sidewalk need protection?
Looper: Yes the sidewalk will need protection.
(18) Will you need overhead protection where the material hoist will be located? ANSWER: Depends on the method you use. Overhead protection will be required if there is a chance of falling debris falling on pedestrians or passing vehicles.
(19) What elevation is the hoist going to be located, East elevation is probably the best location. ANSWER: Contractor will need to submit a planned location for approval. The East elevation has an entry into the Basement Parking Garage.
(20) When can material be brought into building. From the last walk it sounded like they only have a specific time to offload equipment.
ANSWER: Materials can be brought in anytime during normal building hours and approved after hours work. Coordination will be required for dock access and after hours work.
(21) What are the format requirements for the proposal? Hard copies? Originals? Electronic Copies via CD? ANSWER: Electronic copy via CD.
(22) Can the counter flashing on the Ac Units be reused? These are the (2) 21x16 AC units. ANSWER: new counterflashings are required.
(23) Will only woman-owned small business firm proposal be considered for the FW Lanham Roof Replacement project? ANSWER: Yes; the proposers must be registered in the SAM system as Woman-owned.
(24) Other than being a woman owned roofing company, are there any other qualifiers that we would need to be eligible for to win bid? ANSWER: No.
(25) Is GSA open to other options if it has a 20 year leak-free warranty? ANSWER: GSA P-100 Baseline MINIMUM requirement for roofing is 20 year full service life.
(26) Drawing A-101 (received on the CD during the site visit), Keyed Note 1, states that the tapered system is 1/8”/foot/ISO and the crickets are ¼”/foot ISO. Section 01 10 00 of the specs, Paragraph 1.1B, Roof Area D, states “Install 1/8-inch per tapered polyisocyanurate crickets as shown drawings adhered to insulation (attached with foam)” Please confirm if the crickets are ¼” or 1/8”. ANSWER: Crickets should have a steeper slope than the field of the roof and should be ¼”.
(27) Section 01 10 00 of the specs, Paragraph 1.1B, Roof Area D, states “Remove existing aggregate surfacing and BUR membrane and 1/8 in. per foot tapered insulation boards down to existing concrete deck, including removal of existing metal flashings.” Please confirm the only insulation boards to be removed are associated with the existing perlite tapered system. ANSWER: Based upon roof cores taken by VAI’s roofing consultant the existing perlite system is the only known system. If the existing conditions deviate from the stated conditions I believe that GSA has procedures in place for equitable adjustments.
