Pre Proposal Inquiries (PPI’s) Blaine LPOE 16 April 2018
1. Are there any LEED Certification requirements for this project?
GSA Response: NO
2. BACKGROUND: A previous Contractor Question included within Amendment 6 (last page) states in part “…The Until will NOT meet the Level III Forced Entry Rating as it cannot be met with the style of Construction and features needed”. The CPB Response was “The GSA standardized drawings have been removed from the contract.” Which does not seem to address the Forced entry Requirement in anyway. On PAGE 1 of 11 of Amendment 6 in BOLD the text reads in Part: “….Contractor must meet or exceed…….ASTM F1233 Class 3 Level III for Forced entry resistance...”
QUESTION: It appears very clear that the Big Booth unit prescribed by the CPB does not meet the requirements set out on Page 1 of 11 of the Amendment 6 regarding Level III for Forced entry resistance. What shall be provided or is the Level III (3) Forced Entry Requirements waived?
GSA Response: CBP understands the forced entry issue with a sliding door/window. CBP recommends that the contractors propose a solution, perhaps an additional bar or lock that basically fixes the door to the booth, then use the rear swing door as the entry/exit when that is locked. Or maybe put the sliding part on the outside of the door/booth.
3. The US Customs and Border Protection Guideline indicates we need to get Presidential Permits for Modifications to any crossings with Canada, is this required by the contractor or did the customer/GSA obtain?
GSA Response: NO. We are not modifying the crossing (border), only a booth on the US side.
4. Are we within 10’ of Canada, and if so, it is required that we go obeyed by the Multinational Commission Concurrence. Is this required or has this been completed by GSA/Customer?
GSA Response: Not required.
5. There is a requirement that all design/shop drawing documents be done using the metric system. Is this requirement waived or do we need to follow guideline requirements?
GSA Response: Use English system.
6. Since the SOW drawings were removed will we be required to provide a new site plan, architectural drawings, electrical etc.? If so, how many phases of design is anticipated by GSA?
Pre Proposal Inquiries (PPI’s) Blaine LPOE 16 April 2018
GSA Response: The only drawings needed will be foundation and booth. Should only be 2 phases – initial drawing with GSA/CBP review and then final with comments incorporated.
7. With the US Customs and Border Protection Guideline as part of the RFP, are we obligated to follow the entire guide or just portions? If only portions, can you please provide those sections.
GSA Response: Only portions regarding hi-low booths.
8. Can the GSA please provide clarification on the requirements for the following? “The unit will have U.L Level 3 forced entry rated glazing to meet ASTM F1233 Class 3 Level III. Please note that is ASTM number is for glazing and therefore ONLY the Glazing will meet this requirement. The sliding doors, slide windows, and walls will not meet the ASTM F1233 requirement in any way" Will this be accountable?
GSA Response: The doors should be of the same material as the walls. The walls are called out to be Level 3 bullet resistant.
9. Below is a concern from my HVAC subcontractor. There is no way for him to identify the limit of the scope for balancing the existing system after capping off the Booth when it is removed.
We could not find any as-builts/archive drawings showing origin of that duct that we are capping. Without existing conditions (airflows) stated, there is no way to produce a test/adjust/balancing (TAB) estimate. The existing booth supply duct will be capped off.
That will create what could be considered a small impact on other grilles, but probably not produce out of spec results, usually +/- 10%.
GSA Response: Should not be a concern.
