STATEMENT OF WORK
03/29/2018
DESCRIPTION: Replace existing commercial primary inspection booth (Lane #2) with a high-low inspection booth at the Blaine Port of Entry (POE).
LOCATION: US Customer and Border Protection (CBP), Area Port of Blaine, Pacific Highway Port of Entry, Blaine WA.
BACKGROUND: As the third busiest POE on the norther U.S. border, the Blaine POE has seen a steady increase in traffic. On peak travel days, the Blaine Peace Arch and Pacific Highway Ports of Entry experience exceptionally high wait-times. The Pacific Highway POE has six primary inspection lanes, five of which operate as general vehicle processing lanes, and one that operates as a NEXUS Lane. The POE also has three commercial lanes; of which one lane contains a High / Low booth that is utilized to process NEXUS traffic during high peak travel days. Steadily increasing NEXUS traffic volumes have far exceeded existing POE facility capabilities. During peak travel periods, vehicles are routed through cargo lane one (High / Low booth) in order to maintain CBP’s service standard for NEXUS and reduce wait-times for general traffic. Utilizing High/Low booths in the cargo lanes will allow the port to efficiently manage wait-times in the general traffic lanes, as well as NEXUS.
1. DESCRIPTION OF WORK: Contractor shall supply all supervision, equipment, labor and materials necessary to remove an existing inspection booth and replace with a new high-low inspection booth.
1.1 Design Services - Contractor shall develop project design documentation including drawings and specifications representative of 100% design effort for pre-fabricated high-low booth and foundation. Contractor must meet or exceed UL-752-95 Level 3 for bullet resistance and ASTM F1233 Class 3 Level III for forced entry resistance.
Contractor must provide a written narrative explaining how proposal meets required standards. The design of the prefabricated booth and foundation will not require the stamp of a professional engineer. Design shall be submitted as shop drawings for review and approval. Provide dimensional or scaled floor plans; building sections; wall and footing sections and details as required. Related mechanical and electrical plans showing the interfacing of work of different disciplines shall be included. As-built drawings for existing booth and foundation are not available. All design must satisfy the requirements of this SOW and the Land Port of Entry Design Standard (2014).
1.1.1 High-low Booth.

LPOE Design Standard - September 2014 - INTRODUCTION 01-1
WARNING: This document is FOR OFFICIAL USE ONLY (FOUO). It contains information that may be exempt from public release under the Freedom of Information Act (5 U.S.C. § 552). CHAPTER 1 - INTRODUCTION TO THE STANDARD
1.1 BACKGROUND
Within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) was created as the single agency responsible for managing, securing, and controlling the Nation’s borders to prevent terrorists and their weapons from entering the United States. CBP unifies and integrates the work formerly performed by the following three agencies: the U.S. Customs Service; the Immigration and Naturalization Service; and the Animal and Plant Health Inspection Service (APHIS).
CBP’s priority mission is homeland security, with responsibilities for improving security both at and between United States Ports of Entry (POE), as well as extending the zone of security beyond the physical borders of the United States. While carrying out its mission, CBP is challenged to facilitate legitimate trade and travel through the Nation’s borders in an effective and efficient manner.
CBP provides security and facilitation of trade and travel at POEs using traditional and innovative approaches. Traditional methods include: screening individuals, comprehensive examinations of suspect baggage or cargo, and an intensified effort to protect American agriculture from the introduction of injurious plant and animal pests and disease. Innovative approaches include the use of Non-Intrusive Inspection technology (NII), License Plate Readers (LPR), and Radiation Portal Monitors (RPM) to enhance inspection efficiency and efficacy.
The focus of this document is the definition of design standards for U.S. Land Ports of Entry (LPOEs), also referred to as Ports. An LPOE is defined as the facility that provides controlled entry into or departure from the United States for persons and materials arriving as commercial, non-commercial, pedestrian, or rail traffic. An LPOE houses CBP and other Federal Inspection Services (FIS) agencies responsible for the enforcement of Federal laws pertaining to immigration, illegal drugs, agriculture, wildlife, and commerce.
1.2 APPLICATION AND USE OF THE DESIGN STANDARD
This LPOE Design Standard, henceforth referred to as the Standard, provides its users with:
standardized procedures for the planning, programming, budget formulation, design and construction of new LPOEs or the renovation, addition, or alteration to existing LPOEs, technical requirements and criteria for the construction of CBP spaces at LPOEs, parameters and adjacency guidelines for proper programming and layouts of LPOEs, and applicable authorities that govern the planning and execution of LPOE construction and alterations projects.
The Standard serves as the primary reference document for Architect/Engineering (A/E) consultancies, Government agencies, facility operators, transportation lines, and all CBP personnel involved with the planning, design, development, and alteration of LPOEs. The use of the Standard, as well as early involvement of stakeholders in the facility development process, will ensure an LPOE design that most appropriately reflects the scope of the anticipated operations.
This Standard identifies LPOE project stakeholders and applicable codes and regulations, defines operations, describes design concepts, categorizes spaces, and provides specific technical criteria on building materials and systems. The Standard is used to develop planning and programming criteria for inclusion in
