About this file
This is Executive Order 2022-02D issued by Ohio Governor Mike DeWine on March 3, 2022, directing the State of Ohio's response to Russia's war on Ukraine. The order requires all state agencies, boards, commissions, educational institutions, and pension funds to divest from Russian institutions or companies and terminate any existing contracts with Russian entities. It also prohibits entering into new contracts with Russian institutions or companies going forward.
The Department of Administrative Services, through Ohio's Chief Procurement Officer, must ensure that all agency procurement officers (APOs) include standard language in contracts prohibiting purchases from Russian entities, require service providers to affirm compliance with the order, and disclose principal business locations for contractors and subcontractors. The order defines "Company" broadly to include various business structures like corporations, partnerships, and joint ventures. This order builds upon Executive Order 2019-12D regarding offshore services and is to remain in effect until rescinded or modified by a future executive order.
