About this file
This is Executive Order 2022-02D issued by the Governor of Ohio on March 3, 2022, directing the state's response to Russia's war on Ukraine. The order requires all state agencies, boards, commissions, educational institutions, and pension funds to divest from Russian investments and terminate contracts with Russian institutions or companies. The Department of Administrative Services, through Ohio's Chief Procurement Officer, must ensure that all agency procurement officers implement standard contract language prohibiting purchases from or investments in Russian institutions and companies.
The order requires service providers to affirm their understanding and compliance with these restrictions and disclose principal business locations for contractors and subcontractors. All procurement manuals, directives, policies and procedures must reflect these requirements, and agency procurement officers must receive adequate training. The order defines "Company" broadly to include various business structures like sole proprietorships, corporations, partnerships and joint ventures. This order works in conjunction with Executive Order 2019-12D regarding offshore services and remains in effect until rescinded or modified by future executive action.
