CONTRACTOR QUESTIONS/ANSWERS:

1. Question: Can you please disclose the Construction Management Firm assigned to this project?

Answer: The Construction Management Firm assigned to this project is Accenture Infrastructure and Capital Projects, LLC.

2. Question: What is the Engineer’s Estimate?

Answer: The Engineer’s estimate for the project is $3,600,000.00.

3. Question: Is there a minimum self-performance percentage requirement for prime contractors?

Answer: Per SGC-6.9, the prime contractor shall perform not less than 20 percent of the work with its own forces.

4. Question: Bid Item 19 includes approximately 1,500 lineal feet of crack repair utilizing urethane resin injection to seal active water infiltration. Based on industry experience, the total quantity of urethane resin required for this type of work cannot be accurately determined prior to construction, as resin consumption is highly dependent on crack width, depth, continuity, and water flow conditions encountered in the field. Please clarify whether the Owner will establish a baseline quantity of urethane resin for bidding purposes. We commonly see similar contracts specify an allowance quantity, with additional compensation provided for verified resin usage exceeding the allowance. As a suggestion, would the Owner

5 | P a g e

AD2-5

consider establishing a baseline quantity of 50 gallons of urethane resin for Bid Item 19, with compensation for actual verified usage in excess of that amount?

Answer: The unit of measurement shall remain Linear Foot (LF). The Contractor shall estimate the quantity of materials required to complete the work based on the LF measurement unit and shall incorporate the estimated material quantity into their LF unit price.

5. Question: Specification Section 02 41 13, Selective Site Demolition, includes requirements related to asbestos and lead remediation, however, Paragraph 1.6 states that ‘a hazardous materials survey has not been completed for this Project.’

Please clarify whether the Contractor is to include the cost of performing a hazardous materials survey in its bid or if the Contractor can assume no remediation is required. If a hazardous materials survey is required to be included in the bid and during the project the survey subsequently identifies asbestos, lead, or other hazardous materials requiring abatement or remediation, please confirm that such abatement/remediation will be addressed as a change to the Contract.

Answer: In Specification 01 22 00 Unit Prices, the description includes all work that is also in Specification Section 02 41 13 Selective Site Demolition. As part of the Contract documents, the Contractor is to include the cost of performing a hazardous materials survey to identify materials requiring abatement or remediation.

6. Question: Please provide the existing pipe and valve specs or shop drawings to determine weights for demolition.

Answer: LBUD does not have existing pipe and valve specifications or shop drawings to provide to the Contractor to determine weights for demolition.

7. Question: Drawing M-101 Detail 2 states that the estimated length of wall cracks to be repaired for the filter basin exterior is approximately 1,500 lf and the contractor should use this quantity for bidding. Bid item 19 discusses repair of cracks in both the exterior walls and the pipe gallery walls. What is the estimated quantity of crack repair for the gallery walls and is this quantity in addition to the 1,500 lf of estimated quantity for the exterior walls?

Answer: The 1,500 LF is the quantity estimated to repair the filter basin exterior walls only. No crack repair work is required within the pipe gallery. All cracks to be repaired will be located and marked by an LBUD representative prior to the commencement of the repair work. The Bid item description has been modified as part of Addendum No. 2.

6 | P a g e

AD2-6

8. Question: Can you extend the bid back to the original date of October 8?

Answer: The bid is extended to October 8th, 2026.

9. Question: The work is covered by the Citywide PLA. The pipe and valve replacement work is claimed by both Laborers and Pipe Fitters. Please identify which trade performed this work in Phase 1.

Answer: Per DIR, the scope of work may fall under the Southern California Laborer classification and/or Los Angeles County Plumber: Pipefitter classifications. However, it is within the Contractor’s management right to determine the assignment of work for this scope and the classifications that will be utilized to perform this work. This may result in the contractor selecting one of the classifications to perform the work or select multiple classifications (i.e. both Laborers & Pipefitters) to perform the work. The contractor is to make the determination for the scope of work, so long as it falls within the DIR published scopes of work for the selected classification(s).

10. Question: Bid Item 19 describes crack repair in the pipe gallery, while Drawing M- 101 describes the filter basin exterior, and the visible cracking observed at the pre-bid walk appears to be on the exterior walls of the filter basins. Please confirm the locations included in the 1,500 LF. Because access governs pricing, please indicate the heights at which the cracks occur.

11. Question: Please confirm whether all flange bolts, nuts and gaskets are to be replaced at every flange that is disconnected in the course of the work.

Answer: All flanges, bolts, nuts and gaskets are to be replaced with new materials at each joint that is disconnected.

12. Question: In reading the PLA this project does not qualify to be subject to the PLA under its own language. The PLA is more so directed to street work arterial roads and non/street side road project. This SOW is specific to basins and galleries with

7 | P a g e

AD2-7

specific CML applications and repairs along with crack injections. That said it should not be subject to the PLA.

Answer: The Project Labor Agreement (PLA) cannot be removed from the construction documents.

13. Question: In review of the SOW, plans & valve order it seems that LBUD is requesting the contractor to provide and install new valve can risers for the (5) wastewater & (5) filter inlet valves which is also called out to be CML and coated.

Can this pipe be FBE lined & coating in lieu of CML? Both applications are acceptable for the wall penetration repairs. Smaller pipe and CML is not common typically smaller pipe will receive FBE.

Answer: The pipe will need to be CML and coated as shown in the contract documents.

14. Question: On the same topic of the can risers there is a connection that needs to be fabricated and welded to the end of the pipe that will accommodate the actuator mounting. Can you provide if that will need to be accounted for, as most will assume this is being provided or re-used.

Answer: The new actuator will be mounted onto a new flange. The flange will be mounted onto the new riser. A detail will not be provided for this connection. The construction of this connection is part of the Contractor’s means and method.

15. Question: Optional Bid Item – Language change request. You have two items combined in one cost and they should be broken up See DWG M005 Note 7 Alternate 1 & 2 – These should be separate cost items:

23A - 42” & 24” Alternate 1 - Pipe Rehabilitation – Assume 3SF per each 42” & 24” wall penetration requires mortar repairs and rehabilitation for a total of 30SF.

23B – 42” & 24” Alternate 2 - Pipe Rehabilitation - Assume complete removal of CML, wire mesh to properly prepare and install epoxy lining (NEED SPEC) FBE?

24A - 36” Alternate 1 - Pipe Rehabilitation – Assume 3SF per each 36” wall penetration requires mortar repairs and rehabilitation for a total of 15SF.

24B – 36” Alternate 2 - Pipe Rehabilitation – Assume complete removal of CML, wire mesh to properly prepare and install epoxy lining (NEED SPEC) FBE?

Answer: The Alternatives cannot be separated. Refer to Specification Section 09 96 56 Epoxy Linings and Coating and plans in the Contract Documents.
