About this file

This is a Request for Proposals (RFP) document from the City of Santa Monica, California, seeking a Fixed Route Vehicle and Operator Scheduling Software system to support Big Blue Bus operations. The City operates 17 fixed routes with a fleet of 195 buses and approximately 300 fixed route operators, serving over 10 million passenger trips annually. The solicitation was released on April 16, 2026, with a question deadline of May 6, 2026, and a proposal submission deadline of June 10, 2026, at 3:00 PM. The required software must support fixed route scheduling, daily operations management, workforce timekeeping, GIS-integrated mapping capabilities, route definition and scheduling, vehicle blocking and run-cutting, operator absence management and bidding processes, timekeeping and payroll processing, and yard management with real-time vehicle tracking. The system must interface with existing infrastructure including Clever Devices CAD/AVL, Tyler Munis ERP, and UKG workforce management platforms, support Windows 10 and Windows 11 operating systems, modern web browsers, WCAG 2.1 Level AA accessibility standards, TLS 1.2 encryption in transit, and AES-256 encryption at rest. The contract will be awarded to one qualified firm for an initial five-year term with two optional five-year renewal periods at the City's sole discretion, with a minimum one-year warranty from system acceptance and optional extended warranties available for up to five additional years.

Evaluation will be based on system and functional requirements compliance (20%), maintenance and post-sales support (15%), vendor qualifications (20%), project understanding and timeline (10%), software user interface quality (10%), cost (20%), and added value (5%). Proposers must demonstrate a minimum of five years of experience providing operator and vehicle scheduling software to comparable U.S. transit agencies and at least two years of compatibility experience with Clever Devices CAD/AVL systems. The City's existing technology environment includes Tyler Munis ERP for finance and HR data, ServiceNow Platform for service desk and IT service management, SharePoint for internal workflows, Laserfiche for document repository management, and Tableau for dashboarding and analytics, with integration anticipated through ServiceNow Integration Hub and AWS serverless technologies. No incumbent vendors or current contractors are identified, and no specific award values or budget ranges are disclosed. Proposers must comply with the City of Santa Monica's Living Wage Ordinance if services exceed $54,200, California prevailing wage requirements, non-discrimination policies, and the Oaks Initiative disclosure requirements. The City reserves the right to reject any or all proposals and to award contracts without conducting demonstrations or oral presentations.

Enterprise Core Technologies

1685 Main Street, Suite 209, Santa Monica, CA 90401 • procurement@santamonica.gov www.santamonica.gov • @cityofsantamonica • @santamonicacity

The following are the enterprise technologies that the city uses. Please document how your solution will interact with/utilize these technologies.

Tyler ERP (Finance and HR) – Tyler Munis is the official data source for HR and financial data. Currently, the City does not have the Tyler APIs module but is in the process of procuring that shortly

ServiceNow Platform – The City uses ServiceNow as a Service Desk platform (ITSM) and also utilizes it for 311 (https://311.santamonica.gov ) and PPM (Project Management). The city also utilizes ServiceNow as a low-code development platform to create internal workflow applications.

SharePoint – The City uses O365 products and utilizes SharePoint for internal simple workflows and document sharing. The city also uses SharePoint as the intranet portal to share information with internal stakeholders.

Laserfiche –Laserfiche is a document repository for “final” documents. The official documents are managed using Laserfiche. Currently, the city is in the process of migrating to the Laserfiche cloud from an on-prem environment.

OKTA (Waiting from Veronica)

The City’s Website (.Net Orchard) – The public-facing website (www.santamonica.gov) is using Orchard (an open-source CMS platform) based on .Net. Any headless implementation will utilize this platform.

The platform uses the ASP .NET core MVC platform.

CKAN (Open Data Platform (CKAN on AWS) – The open data platform (data.santamoncia.gov) is deployed on AWS using CKAN (Open-Source Product). Any public transparency data needs to be published to the Open Data Portal.

Integration – The City currently uses ServiceNow Integration Hub for the integrations involving ServiceNow (to and from). For all other integrations, the city uses AWS serverless technologies including AWS glue and Athena.

Dashboarding (Tableau) – The city utilizes Tableau for dashboards. The public dashboards could be published on Tableau public to be consumed via the City Website and/or Open Data Portal. The internal dashboards will be available to the internal city staff with Tableau licenses.
