About this file
This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services, involving the Central Management Services agency's Bureau of Property Management. The emergency purchase authorizes snow removal services, including ice melt and salt application, at the state-owned facility located at 1100 Eastport Plaza Drive, Collinsville, Illinois 62234 (identified as PL054). The services are scheduled to commence on January 23, 2026, with an estimated completion date of April 22, 2026, covering the typical winter snow removal period.
The total estimated expenditure for this emergency purchase is $2,500, funded through State Appropriated Funds. Snow System Inc., a Small Business Vendor registered in the Illinois Procurement Gateway located at 300 West Jefferson in Springfield, Illinois, was selected as the vendor. The agency justified this selection based on Snow System Inc.'s existing contract with the State for nearby properties and their availability to service the location without substantial additional mobilization costs. The agency documented its best efforts to include Business Enterprise Program vendors by confirming that no BEP-certified snow and ice removal vendors were available within a 50-mile radius of the facility under NIGP code 96872. The emergency was classified as necessary to prevent disruption to critical State services and accommodate employees returning to the facility on Monday. Martha Blackwell, serving as Facilities Portfolio Manager, authorized the emergency purchase on January 27, 2026.
