About this file
This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services, involving the Central Management Services agency's Bureau of Property Management. The document authorizes an emergency procurement for snow removal services, including the application of ice melt and salt, at the state facility located at 1100 Eastport Plaza Drive, Collinsville, Illinois 62234 (property designation PL054). The expected service period runs from January 23, 2026 through April 22, 2026, with the purchase classified as necessary to prevent or minimize serious disruption to critical state services affecting health and safety.
The vendor selected is Snow System Inc., a Small Business Vendor registered in the Illinois Procurement Gateway, with a business address at 300 West Jefferson, Springfield, Illinois 62702. The estimated expenditure for this emergency purchase is $2,500, funded through state appropriated funds. The agency determined that no Business Enterprise Program (BEP) vendors were registered under NIGP code 96872 for snow and ice removal services within a 50-mile radius of the location, and selected Snow System Inc. due to their existing contract for snow removal at a nearby state-owned property and their availability to service the Collinsville facility on the same service visit. The emergency purchase was authorized by Martha Blackwell, Facilities Portfolio Manager, on January 27, 2026, with the actual end date and final cost to be reported later.
