About this file
This document is an Emergency Purchase Statement from the Illinois Department of Public Health (IDPH) related to an emergency extension contract for the Illinois Hospital Report Card/Consumer Guide to Health System website. The contract with the vendor, Island Peer Review Organization (IPRO), is needed to maintain uninterrupted operation of the website, which is critical to fulfilling mandates of the Illinois Hospital Report Card Act and the Illinois Health Finance Reform Act. The statement outlines the products and services to be provided, including data transfer and management, quality analytics, software upgrades, data reporting, and website maintenance and enhancements. The original emergency contract was set to expire on September 28, 2021, and the extension will run from December 28, 2021, through March 31, 2022, at an estimated cost of $55,014.
The statement explains that IPRO is the sole owner of the source code for the system and has been the vendor for over 8 years, providing the services without incident. The extension is needed because a new competitive procurement has not been completed in time to replace the expiring contract. Funding for the extension will come from state appropriated funds. The extension is necessary to continue providing critical services to the public and maintain compliance with state laws.

Emergency Category (select the appropriate option from the drop-down menu below):
To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues
Reason for selection of this particular vendor:
IPRO is the sole owner of the source code for the system. IPRO is the current vendor for the Hospital Report Card/Consumer Guide to Health System. In order to maintain the overall utility of the website without interruption IPRO must remain the vendor. If another vendor is provided, there is a potential for a lapse in services. If the website is suspended it would augment a failure in the Department's ability to continue to fulfill the intent of the public laws (210 ILCS 86 and 20 ILCS 2215).
IPRO has facilitated the initial development and implementation of the Illinois Hospital Report Card and Consumer Guide to Health Care System. IPRO has a history of rendering this service without incident for over 8 years. IPRO will be able to provide system maintenance without interruption thereby keeping the department in alignment with public law and new national quality improvement objectives.
This business need is currently being met through contract with IPRO (contract number CIC1548750) from a prior RFP that received multiple bids. The prior RFP facilitated the initial development and implementation of the Illinois Hospital Report Card and Consumer Guide to Health Care website. The Department entered into an emergency contract on July 1, 2021 through September 28, 2021. The Department is developing a new competitive solicitation to enhance and expand the current web reporting system in order to maintain alignment with new national quality improvement objectives. The request for proposal should be published soon, but there is not sufficient time to get an extension contract in place before the current contract ends September 28, 2021.

6. Implement IDPH discharge data, Agency for Healthcare Research and Quality (AHRQ), National Quality Forum (NQF) and Centers for Medicare and Medicaid Services (CMS) comparisons among providers.
7. Receive discharge data and hospital report card data. Screen normalized and retain data.
