About this file

This document is an Emergency Purchase Statement and Extension for the Illinois Department of Public Health (IDPH) to continue operating the Illinois Hospital Report Card/Consumer Guide to Health System website. The original emergency contract was awarded to Island Peer Review Organization (IPRO) to provide a variety of data management, quality analytics, software upgrades, and reporting services for the website. This extension is needed to avoid disruption in critical state services affecting health, safety, and collection of substantial state revenues, as the current contract is set to expire on December 27, 2021 before a new competitive procurement can be completed. The extension will run from December 28, 2021 through March 31, 2022 at an estimated cost of $55,014.

The services provided under this emergency contract include data consolidation, standardization, and management; technical and quality analytics; software upgrades; data backup; data analysis and reporting; geographic mapping; and compliance with state reporting requirements. IPRO was selected as the sole source vendor due to their ownership of the system's source code and their history of providing these services without incident for over 8 years. The extension will allow time for IDPH to develop and approve a new competitive solicitation to enhance and expand the current website to maintain alignment with national quality improvement objectives.

Emergency Category (select the appropriate option from the drop-down menu below):

To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues

Reason for selection of this particular vendor:

IPRO is the sole owner of the source code for the system. IPRO is the current vendor for the Hospital Report Card/Consumer Guide to Health System. In order to maintain the overall utility of the website without interruption IPRO must remain the vendor. If another vendor is provided, there is a potential for a lapse in services. If the website is suspended it would augment a failure in the Department's ability to continue to fulfill the intent of the public laws (210 ILCS 86 and 20 ILCS 2215).

IPRO has facilitated the initial development and implementation of the Illinois Hospital Report Card and Consumer Guide to Health Care System. IPRO has a history of rendering this service without incident for over 8 years. IPRO will be able to provide system maintenance without interruption thereby keeping the department in alignment with public law and new national quality improvement objectives.

This business need is currently being met through contract with IPRO (contract number CIC1548750) from a prior RFP that received multiple bids. The prior RFP facilitated the initial development and implementation of the Illinois Hospital Report Card and Consumer Guide to Health Care website. The Department entered into an emergency contract on July 1, 2021 through September 28, 2021. The Department is developing a new competitive solicitation to enhance and expand the current web reporting system in order to maintain alignment with new national quality improvement objectives. The request for proposal should be published soon, but there is not sufficient time to get an extension contract in place before the current contract ends September 28, 2021.
