About this file

This is a Technical Certification document for Emergency Diesel Generator (EDG) rental contractors responding to Norfolk Naval Shipyard's pre-solicitation notice. The certification establishes the technical qualifications and requirements that potential contractors must meet to be considered for the rental of two trailer-mounted emergency diesel generators—one 500 kW unit and one 350 kW unit—designed to provide standby emergency electrical power during unplanned power outages at the shipyard. The document outlines mandatory certifications, equipment specifications, maintenance standards, and operational capabilities that contractors must demonstrate, including proof of equipment condition, compliance with environmental and safety regulations, and the ability to provide rapid deployment and 24/7 support services.

The technical certification requirements serve as a baseline assessment tool for the Navy to evaluate contractor capability and readiness prior to formal procurement. Contractors must document their experience with similar emergency power systems, provide evidence of equipment maintenance records, demonstrate compliance with applicable federal and local codes, and confirm availability of trained personnel for installation, operation, and maintenance. The anticipated contract vehicle is firm-fixed price, with this sources sought notice issued for market research purposes under FAR 15.201 to assess industry capabilities, market conditions, and small-business participation potential before the formal solicitation is released.
