About this file
This technical exhibit outlines performance requirements for an elevator maintenance services contract. The contractor must provide all labor, equipment, and materials to conduct weekly inspections, basic maintenance, periodic inspections and testing, regular cleaning, and timely response to routine and emergency service calls for elevators at Fort Sill, Oklahoma. The contractor is responsible for accepting equipment in its present condition and performing maintenance to the standards in the performance work statement. The contractor must complete 95% of all reports on time, accurately, and fully, and respond to routine service calls within 24 hours and emergency calls within 4 hours, as determined by government quality assurance surveillance including periodic elevator inspections and report reviews. Failure to meet these standards for 5% or more of reports may result in a 5% reduction to the monthly payment amount.

TECHNICAL EXHIBIT 1 (TE 1)
PERFORMANCE REQUIREMENTS SUMMARY (PRS)
1. The purpose of this technical exhibit is to:
1.1 List the contract requirements that compose the most vital services for which the Elevator Maintenance Service Contract was solicited and considered most critical to acceptable performance.
1.2 Show the maximum allowable degree of deviation (Acceptable Quality Level (AQL)) from perfect performance for each requirement that will be allowed by the Government before contract performance is considered unsatisfactory.
1.3 Define the procedure the Government will use in reducing the Contractor’s monthly payment to the actual value of services received if satisfactory performance is not rendered by the Contractor.
1.4 Explain the quality assurance methods the Government will use to evaluate the Contractor’s performance in meeting the contract requirements.
2 The performance standards of Quality and Timeliness are inherent in the requirement under this contract. Timeliness is affected by not performing at the date and time required, whether it be initial performance or re-performance. Quality is affected by either nonperformance or failure to perform to the specifications of the contract.
3 Procedures for quality assurance surveillance of Contractor performance are covered in the Quality Assurance Surveillance Plan (QASP), which will be provided to the Contractor for informational purposes only as an attachment to subject contract (The QASP is not part of the contract). Methods of Conformance Inspections:
3.1 Periodic Inspection: The Government quality assurance surveillance of Contractor performance shall be conducted through periodic inspection of elevators serviced. Checklists shall be used to document all observations made during periodic surveillance.
3.2 Record Review: The Government quality assurance surveillance of Contractor performance shall be conducted through record review of required contractor reports. Checklists shall be used to document results of Government record reviews made.
4 Re-performance of Services:
If any of the services do not conform to contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in the contract amount. When the defects in services cannot be corrected by re-performance the Government shall (1) Require the Contractor to take necessary action to ensure that future performance conforms to contract requirements and (2) reduce the Contract price to reflect the reduced value of the services performed.
4.1 The Contractor shall re-perform defective routine services subject to re-performance. The Government will determine which work is re-performable. Re-performance shall begin within 24 hours of notification of the defects to the Project manager or his representative and shall be corrected within 4 hours of notification. Defective services reported to the Contractor will be inspected and if not re-performed satisfactory within the time frame specified shall be cause for a reduction in contract payment.
5 The Performance Requirements Summary (PRS): A PRS chart is at the end of this exhibit. The five columns will hereafter be referred to in numerical sequence, reading from left to right.
5.1 Column 1 lists the required service.
5.2 Column 2 provides the PWS operative reference paragraph that describes the expected standard of performance for each listed service.
5.3 Column 3 indicates the maximum degree of deviation (i.e., the acceptable quality level or “AQL”) from standard performance that the Government will allow before contract performance is deemed unacceptable
5.4 Column 4 indicates the primary type of quality assurance surveillance methodology that the Government will employ to evaluate the Contractor’s performance for each required service.
5.5 Column 5 shows the unacceptable quality level impact on Contractor payment calculation.
