Area of Interest (AOI) 4
HT0038-25-S-C001
Data Applications
Background:
The Enterprise Intelligence & Data Solutions (EIDS) Program Management Office (PMO) delivers enterprise-wide health and readiness data capabilities supporting the Military Health System and federal partner initiatives. This AOI seeks innovative solutions, prototypes, and/or potential capabilities that fulfill requirements for developing new data and user-centric applications, as well as modernizing existing applications to enhance user experience across a wide range of mission needs. Recognizing national priorities outlined in the White House’s America’s AI Action Plan, which calls for accelerated Artificial Intelligence (AI) innovation in Government and increased emphasis on AI-driven workflows and AI-enabled healthcare, this effort reflects broader federal momentum toward intelligent, responsive systems. The organization aims to establish repeatable, secure application development processes using Amazon Web Services (AWS) GovCloud infrastructure and DevSecOps best practices (See Attachment 2, Services and Products). The EIDS PMO is interested in awarding other transaction agreement(s) under the authority of 10 U.S.C. §4022 in the following Area of Interest issued under Commercial Solutions Offering HT0038-25-S-C001 (CSO), the terms of which are incorporated by reference. Companies should also consult the CSO attachments entitled “Informational EIDS AO Links” and “Information_MHS Conference Slide_EIDS_MIP”
AOI 4 Data Applications:
AOI 4 encompasses full lifecycle application support, including defect resolution, sprint-based updates, SharePoint portal management, analytics tool integration, modernization or sustainment of legacy applications and AI support. EIDS seeks capabilities that provide a comprehensive application development framework—covering front-end design, customer experience mapping, and application analytics expertise—to enhance the user experience across its data-centric applications ecosystem.
Solutions should deliver consistent, responsive, Section 508-compliant interfaces capable of supporting up to and beyond 100,000 concurrent users, while ensuring seamless integration with backend systems, data engineering processes, and cloud services.
Key Challenges Include:
• Utilization of continuous improvement/continuous delivery (CI/CD) pipeline process through integrating agile software development and prototyping efforts.
• Maintaining consistent, high-quality User Interface and User Experience (UI/UX) across diverse applications.
• Supporting both modernized and legacy systems without disrupting operations.
• Ensuring accessibility (Section 508 compliance) and usability for large user populations.
• Integrating application analytics for performance optimization.
• Coordinating with cross-functional technical teams to ensure backend integration and interoperability.
Desired Solution:
The intent is to improve EIDS ability to acquire and rapidly execute agile software delivery and innovative/prototype applications. The desired end state is a seamlessly integrated, user-centric application ecosystem supporting both operational, analytical and research needs within the EIDS portfolio. The solutions are expected to:
• Create and maintain responsive, Section 508-compliant user interfaces that are accessible, engaging, and consistent across modernized and legacy applications.
• Provide intuitive, user-friendly designs that reduce cognitive workload, improve navigation, and enhance overall satisfaction for large user populations (up to and beyond 100,000 concurrent users).
• Establish and enforce UI/UX standards, reusable components, and style guides to ensure a cohesive look and feel across the EIDS application portfolio across all development platforms.
• Integrate analytics tools to monitor application performance, user engagement, workflow efficiency, safeguarding data privacy and improving cybersecurity in AI systems using these insights to inform continuous improvement.
• Provide end-to-end application support—ranging from defect resolution and routine updates to modernization of legacy application executed within SAFe framework through defined Program Increments to ensure iterative, predictable value delivery; be capable of expanding functionality, capacity, and accessibility in alignment with mission changes, emerging technologies, and evolving operational requirements.
• Coordinate with other Agile Release Trains (ARTs) for seamless integration with backend systems and interoperability with other EIDS, Defense Health Agency (DHA), and partner platforms.
• Provision and maintain secure, scalable data science and AI environments (See Attachment 1) that enable rapid prototyping, advanced analytics; expand AI implementations for national defense and security applications, including workflows, threat detection and decision-making.
These environments must integrate seamlessly with AWS GovCloud Artificial Intelligence and Machine Learning (AI/ML) services to accelerate model development, training, and deployment.
Submission and Review Process:
Interested companies are requested to submit a video solution not to exceed 7 minutes, including a full video transcript, to the Government describing their approach to AOI 4 – Data Applications. The video should clearly demonstrate your capabilities and understanding of the key challenges and desired solution; for AI proposals, demonstrate expertise in AI technologies, such as machine learning, natural language processing, or predictive analytics, and provide evidence of compliance with ethical AI guidelines, including fairness, transparency, and accountability as well as provisions for explainable AI to ensure stakeholders understand system outputs. The video should address scalability to support large user populations (up to and beyond 100,000 concurrent users) across the Department of Defense (DoD) enterprise; interoperability with EIDS, DHA, VA, and other authorized systems; design standards for visually appealing, intuitive, user centered customer design; cybersecurity measures to ensure compliance with Health Insurance Portability and Accountability Act (HIPAA), Risk Management Framework (RMF), and Zero Trust Architecture principles; accessibility and usability through Section 508-compliant designs and intuitive, user-centered interfaces; barriers to adoption mitigation through embedded training, user guidance, and consistent design systems; and multiple deployment strategies such as containerization, browser-based delivery, and remote support models, as well as the personnel and access control requirements detailed in Attachment 3 – Security Requirements.
The prototype project should advance the Government’s position beyond the status quo. The solution should be in the form of a defined hypothesis or fundamental question to be tested during execution, using objective, data-driven methods. The use of agile methodologies is essential — solutions should deliver minimum viable products (MVPs) that evolve via iterative updates informed by user feedback, performance metrics, and changing priorities. Solutions should clearly define specific, measurable outcomes. The Government does not intend to make an award for proposed solutions that are merely levels of effort or labor hours.
To provide additional context and strengthen your submission, companies should consider including the following supporting documents (with suggested page limits):
• Submission Identification (1 page): This document should clearly identify the name(s) of the submitting company(ies) and designated point(s) of contact and contact information. To the extent companies are collaborating with others, identify the value proposition for each company/scope of collaboration.
• High-Level Technical Architecture Diagram (2 pages): A diagram illustrating the proposed technical architecture for the data application framework, highlighting key components, integration points, and security considerations.
• Sample UI/UX Mockups (2 pages): Examples of UI/UX designs demonstrating a commitment to responsive, Section 508-compliant interfaces and user-centered design principles.
• Full Video Transcript (no page limit).
Submissions should adhere to professional standards. Documents should utilize clear and legible font types and sizes, incorporate page numbers, and, where appropriate, feature section headings for ease of navigation. To ensure authenticity and originality, companies are discouraged from using AI to generate their video submissions.
Companies should mark business plans and technical information that are to be protected from Freedom of Information Act disclosure with a legend identifying the documents as being submitted on a confidential basis.
