About this file
This document is an Attachment 3: Security Considerations for a Defense Health Agency (DHA) prototype other transaction award, specifically for Area of Interest (AOI) 4 - Data Application. The document outlines comprehensive security requirements for contractor personnel, including mandatory background investigations and IT position categorizations. Key requirements include vetting all personnel through the DHA Administration Security Division (ASD), with investigations ranging from Tier 1 background checks to more extensive Single-Scope Background Investigations (SSBI) depending on the role's sensitivity and access level.
The security considerations detail three IT position categories (IT-I Privileged, IT-II Limited Privileged, IT-III Non-Privileged) with varying investigation requirements, emphasizing different levels of system access and potential risk. The government will initiate up to the base number (12) plus 25% (3) background investigations over the agreement's lifecycle, with additional investigations requiring Agreements Officer approval. The document also notes that while ASD screenings cover operational duties, supplemental background checks may be required for military installation physical security, with those additional costs not covered in the current agreement.

Access to classified information is not required to perform duties on this agreement therefore investigations processed by ASD will not result in a National Security determination. The Agreements Officer has identified the staffing requirement to be base number (12).
