About this file

This document is a set of questions and answers related to an Invitation for Bid (IFB) issued by the Illinois Secretary of State (ILSOS) for an Electronic Filing Manager (EFM) service to facilitate e-Filing and case management for court administration purposes. The EFM service must provide a FedRAMP-compliant cloud-based online portal that allows users to file new cases, identify and sort case-specific information, and receive notifications when e-filed documents are received or updated. The ILSOS expects approximately 15 internal users to access the EFM/CMS system daily, with an undetermined number of external public domain users filing new cases and e-filing documents. Virtual implementation and training are acceptable, and no on-site meetings are required for this project.

This is a state-funded project, and vendors should propose their pricing for providing these services. There is no federal funding or not-to-exceed budget specified. The ILSOS is transitioning to this entirely new process, so there are no estimates provided for the maximum storage requirements over the 9.5-year period.
