About this file
This document is Amendment 02 to a Request for Proposals (RFP No. HTH131-2025-01) issued by the State of Hawaii Department of Health Disease Outbreak Control Division Health Data Informatics Office for a Hawaii Electronic Disease Surveillance System (EDSS). The initial contract term is twenty-four (24) months, with the design, development, and implementation (DDI) phase ideally to be completed within twelve (12) months, including two Phase 1 and Phase 2 go-lives, each followed by a sixty-day hypercare period.
The project has a budgetary estimate of approximately $2,000,000 for DDI activities, excluding system and MPI licensing costs. The initial maintenance and operations (M&O) period, which follows the implementation phases, is estimated at less than $800,000 for the remaining ten months of the contract term. Subsequent contract extensions, subject to mutual agreement and fund availability, are anticipated to be one-year periods with estimated costs of less than $1,000,000 annually. The solicitation aims to replace Hawaii's current legacy Electronic Disease Surveillance System with a new solution that better meets the state's needs.

REQUEST FOR PROPOSALS
RFP No. HTH131-2025-01
HAWAII ELECTRONIC DISEASE SURVEILLANCE SYSTEM
The State of Hawaii Department of Health Disease Outbreak Control Division Health Data Informatics Office hereby issues this clarification addendum to address the below items.
The initial term of the Contract resulting from this solicitation shall be for two (2) years, or twenty-four (24) months. DDI will ideally be complete within a twelve (12) month period, inclusive of both Phase 1 and Phase 2 go-lives. The associated post-go-live hypercare periods for each phase are set to be sixty (60) days each. All DDI Vendor activities, inclusive of design, development, implementation and hypercare have a budgetary estimate of approximately two million dollars ($2,000,000.00.) This budgetary estimate is not inclusive of all system licensing and MPI licensing costs. After Phase 2 go-live and completion of hypercare, the remaining ten
(10) months of the initial twenty-four (24) month term will be the initial M&O and enhancements period. This initial M&O period has been estimated to cost less than eight hundred thousand dollars ($800,000.00). Subsequent extensions shall be for one (1) year periods, or fractions thereof, shall be made upon mutual agreement prior to the expiration of the contract, and shall be subject to availability of funds. These subsequent M&O extensions have been estimated to cost less than one million dollars ($1,000,000.00) per year.
All other terms of the solicitation shall remain the same.
