L.6 General Instructions - Basic IDIQ, TO: 0001, TO: 0002, and TO: 0003
Offerors shall examine and follow all instructions. Failure to do so will be at the Offeror's own risk and could be considered non-responsive. Proposals shall conform to solicitation provision
FAR 52.215-1, Instructions to Offerors - Competitive Acquisition, and be prepared in accordance with this section. To aid in the evaluations, proposals shall be clearly and concisely written as well as neat, indexed (cross-indexed as appropriate) and logically assembled.
Prospective Offerors are asked to bear in mind that all material submitted should be directly pertinent to the requirements of this RFP. Extraneous narratives, elaborate brochures, uninformative "PR" material and so forth, shall not be submitted. All pages of each part shall be appropriately numbered, and identified with the name of the Offeror, the date, and the solicitation number to the extent practicable.
L.8.1 Proposal Integrity
In responding to this RFP, it is the Offeror’s responsibility to provide current, complete and accurate information in their proposal. If in reviewing the proposal the Government identifies or otherwise learns that the provided proposal information is not accurate or misrepresents the
Offeror’s status or capabilities, that information may be used by the CO as part of the Offeror’s responsibility determination and could result in the Offeror not being eligible for award.
L.8.2 General Format Instructions - Basic IDIQ, TO: 0001, TO: 0002, and TO:
Offerors shall furnish the proposal in separate volumes for the Basic IDIQ, TO: 0001, TO: 0002, and TO: 0003 as follows: Volume I: Technical/ Management Proposal; and Volume II:
Contract, Small Business Participation Cost/Price Proposal.
*Volume III Past Performance shall only be submitted for the Basic IDIQ.
Volumes I, II and III shall be submitted in the following manner specified below:

Each volume, hard copy, electronic mail copy, and CD, shall be complete in itself in order that evaluation of one volume may be accomplished independently of, and concurrently with, evaluation of the other. Electronic copies shall be provided on CDs and shall be formatted using
Microsoft Office 2003 (MS Office 2003) or Portable Document Format (.PDF) as specified in the
Proposal Organization Table below. Electronic files shall be named as specified throughout the
Instructions to Offerors, Section L. Individual file sizes shall not exceed 5 MB. CDs shall be labeled on the disc to include: Offeror Name, Offeror DUNS number, Solicitation name and number, Volume Number, and Copy Number (e.g. Original, etc.)
Offers submitted in response to this solicitation shall be in the English language and in terms of
U.S. dollars. Paper size shall be 8-1/2 by 11-inch white paper with printing on one side only.
However, the Attachments: C Supplement, D Supplement, and E, may be 8-1/2 by 14-inch white paper with printing on one side only. The font (typewritten or printed letters) shall be 12 point
Times New Roman (with the exception of pre-printed product literature). No reduction in font or print size is permitted except for headers, footers, organization charts or other graphic illustrations. In those instances where reduction is allowable, Offerors shall ensure that the print is easily readable; no less than 8-point font on graphic illustrations and 10-point font on tables, headers and footers; Arial font is acceptable for charts or other graphic illustrations. Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be evaluated) may be included in the 1" margin space. Fold outs for complete spreadsheets and/or organization charts are permissible up to 11 by 17-inch, with printing on only one side, if secured with the volume. Large sheets (i.e., greater than 8-1/2 by 11 inch) shall count as two (2) pages. Offerors’ proposals shall not exceed the page limitations set forth below. Pages that exceed the maximum page limitation will not be evaluated.
In the event of a conflict between the contents of the hard copy version of the proposal and the contents of the electronic version, the hard copy version shall prevail. The Offeror shall provide a certification that the hard copy version of the proposal is exactly the same as the electronic version.
Note: Proposals found to be non-compliant with proposal instructions may not be evaluated and will be eliminated from further consideration.
L. 9 Format and Instructions for Proposal Submission: Basic IDIQ, TO: 0001, TO: 0002, and TO: 0003
Offerors’ proposals shall consist of the following two (2) separate volumes with the maximum number of pages for each proposal Volume as listed below. For each Volume, the Offeror shall provide an original hard copy, an emailed copy, and one (1) CD copy. Please note that any pages exceeding the maximum pages stated in the instructions below will not be evaluated by the
Government.
In order for the technical proposal to be evaluated strictly on the merit of the material submitted, NO PRICE INFORMATION IS TO BE INCLUDED IN VOLUME I.
L.9.1 Volume I – Technical/Management Proposal
Offerors’ must meet the small business size standard, and demonstrate the Offeror’s ability to provide the full range of program/project administrative and IT support, meet the appropriate requirements criteria, and represent the Best Value to the Government.
The source selections will be conducted as separate and distinct evaluations. Offerors may propose and receive an award. Proposals will be solicited from 100% Small Business Concerns.
Tab A - Cover Letter (One (1) page limit) and Executive Summary (One (1) page limit)
Filename shall be “Volume I –Tab A –Cover Letter and Executive Summary-Offeror
Name.doc”
A cover letter shall accompany the proposal to set forth any information that the Offeror wishes to bring to the attention of the Government. The cover letter shall also stipulate that the
Offeror’s proposal is predicated upon all the terms and conditions of this RFP. The cover letter shall also contain a certification that the hard copy version of the proposal is exactly the same as the electronic version. In addition, it must contain a statement that the Offeror’s proposal acceptance period is valid through November 01, 2016.
The Executive Summary shall provide an overview of the proposal and is to be used as an aid in understanding the organization, content, and interrelationship of the proposal material. Information is to be presented at the summary level and should only include general information about the proposal and the Offeror’s understanding of, and its capability to meet the requirements of the solicitation.
Tab B – : Technical Approach (Fifty (50) page limit) The filename shall be “Volume I Tab B –
Technical Approach-Offeror Name.doc”
The Offeror shall provide a narrative describing their technical approach for achieving Program objectives and other requirements. As a minimum, the narrative shall address:
1. A description of proposed technical strategies and methodology for each requirement area and how those strategies and methodology satisfy Program objectives
2. How it applies an industry standard Framework and methodology
3. How it demonstrates an understanding of Federal legislation and guidance related to EA, Capital Planning and strategic planning activities (Clinger-Cohen, FITARA, OMB
Directives, etc.)
4. How it exhibits an understanding of Federal technical standards and guidelines (Federal
Data Center Consolidation Initiative, Cloud First, Open Government, etc.)
5. How it demonstrates alignment of EA activities with CPIC and Strategic Planning processes
6. How it applies IT and security best practices in compliance with OMB Circular A-119, M-
12-08, and OMB Memorandum titled, “Managing Information as an Asset”
7. How it demonstrates an understanding of technical architecture for financial-transactional systems
8. How it demonstrates an understanding of preliminary and detail standards and the application of those standards in the oversight of technical solutions
Tab C – : Management Approach (Fifty (50) page limit) The filename shall be “Volume
I Tab C –Management Approach-Offeror Name.doc”
The Offeror shall provide a narrative describing their management approach for achieving
Program objectives and other requirements. As a minimum, the narrative shall address:
1. An organization chart indicating lines of authority, responsibility, and communication for proposed key personnel and management personnel shall be provided. The roles and responsibilities of any proposed team member (i.e., major subcontractors and teaming/partnering entities) shall be clearly defined. A discussion of management and resource flexibility and agility to react to unpredictable events and weather extremes shall also be included.
2. Descriptions of program-level management plans/processes that will be used to guide all work performed under the Program shall be provided. Required descriptions include:
a) Cost and schedule control
b) Risk management
c) Issue management
d) Quality management and supporting activities (including continuous process improvement)
e) Lessons learned identification and implementation
f) Safety and IT security
g) How it demonstrates best practice Project Management approach
h) How it includes sub-contractor management activities
i) How it includes communications planning and management
j) How it demonstrates a realistic scheduling and management approach
Descriptions shall be sufficiently complete to allow evaluators to evaluate process effectiveness, robustness, maturity, and relevance to this Program.
Tab D – : Staffing Approach (Twenty (20) page limit) The filename shall be “Volume I
Tab D –Staffing Approach-Offeror Name.doc”
The offeror shall provide a description of relevant personnel and non-personnel resources to support the Program. Personnel resources shall be described in terms of relevant skill sets, numbers of personnel, experience level (i.e., senior, intermediate, or junior), employer
(i.e., identified subcontractors and teaming/partnering entities etc.), geographic location, and availability. Other current and potential future work competing for or sharing the proposed resources shall be identified along with an assessment of the potential impact to the program. Other available resources pools shall also be described.
Required narrative descriptions include:
1. Key Personnel: The Offeror shall provide resumes of key personnel. Each resume shall be limited to 2 pages. Key personnel shall include (at least): Program
Manager(s) indicating IDIQ, TO 0001, TO 0002, and TO 0003. The Offeror shall also provide a description of: (1) key personnel program roles and responsibilities;
the extent of their authority to make decisions and commit respective company resources; and when they will be available to support the program and the percentage of time they will be committed to the program.
2. How it reflects an appropriate mix and levels of experience to meet requirements
3. How it includes the appropriate technical and business/functional skill sets
4. How it includes personnel with experience in multiple management processes
5. How it demonstrates a realistic Recruitment and Staffing Plan
6. How it reflects direct experience with complex high volume financial transactional systems.
L.9.2 Volume II – Contract, Small Business Participation, Cost/Price

The following documents and information shall be included in Tab B:
1. A completed SF-33 and signed SF-30s (Amendments). The Offeror's acceptance period shall not be less than that prescribed in Block 12 of the SF-33.
2. Completed Representations and Certifications, in accordance with Section K.
Tab C – Price Proposal
Each Offeror shall provide completed Attachments: C Supplement Labor Rates for Task Oder
0001, D Supplement Labor Rates for Task Order: 0002, I Supplement Labor Rates for Task
Order: 0003, and E Labor Rates for IDIQ Pricing Templates. The Offeror shall propose fully burdened ceiling labor rates for ALL labor categories inclusive of all contract years. The fully-burdened labor rates include all direct labor and indirect costs applicable to that direct labor (such as fringe benefits, overhead, and G&A), and profit. In addition to its hardcopy proposal, the
Offeror’s completed worksheets shall be submitted to FSA in Microsoft Excel 2003 format via electronic mail (e- mail and CD). Any other format may be unreadable by FSA and will result in the Offeror’s pricing not being considered; thus resulting in a material non-conformity and ineligibility for award. Read-only files will not be accepted.
Offerors shall include an explanation of other factors to be considered along with proposed prices in the written pricing volume. The Offeror shall submit the following information:
(a) A description of the method that will be used by the Contractor to record and bill for hours under task orders. The accounting practices for each member shall be clearly. The descriptions will be incorporated into the contract and effective for T&M and labor-hour task orders.
(b) For the purpose of the pricing template, materials means direct materials, subcontracts for supplies and incidental services, and other direct costs as defined in FAR 16.601, Time-and-Materials contracts, except applicable indirect costs.
(c) A description of the indirect rates applicable to direct materials, subcontracts for supplies, and ODCs, including the base to which each rate will apply. Indirect rates are ceiling rates.
(d) A detailed description of the pricing methodology or algorithm for developing rates. This information will be used to determine specific rates as requirements occur.
Note: Failure to offer ceiling rates for all labor categories and all contract periods will affect the ability of the Government to evaluate the proposal and will result in Offeror ineligibility for award.
Unrealistically low prices may indicate an inability to understand requirements and a high-risk approach to contract performance. Accordingly, the Government may consider the findings of such an analysis in evaluating an Offeror’s ability to perform and the risk of its approach.
L.9. 3 Volume III – Past Performance
Tab A – Past Performance: Quality Sub-Factor (Ten (10) page limit, excluding Past
Performance Questionnaire)
The Offeror shall provide information to demonstrate its past performance. Past performance information is comprised of two elements:
(a) A brief narrative statement for each reference of how the example demonstrates a favorable experience for the customer and how it is an indication of expected quality on IGSS. The contact information and organization for each reference shall be included within the statement. If known, include the date the reference forwarded the questionnaire to FSA via email.
The filename shall be “Volume III –Tab A –Past Performance Quality -Offeror Name.doc”
(b) A completed Past Performance Questionnaire submitted by each of the references. The
Offeror shall be responsible for ensuring that each of the customer references receives, completes and returns Attachment F, Past Performance Questionnaire, to the Contracting Officer. The
Offeror shall complete the project title and contract reference number to match its proposal information before sending the form to its reference. The completed Questionnaire shall not be submitted with the Offeror’s proposal submission. The completed Questionnaire shall be submitted directly via email from the customer reference to the email box: FSAEAT@ed.gov as stated in Section L by the due date established for receipt of offers. Failure to receive a questionnaire from a reference will result in the non-consideration of the Reference. If the Offeror demonstrates that an earnest attempt was made to collect the required information, the
Government may, at the Contracting Officer’s discretion, consider the Reference. The message shall originate from the references corporate or Government email system and the “subject” line in the submission email shall clearly indicate:
IGSS Past Performance Questionnaire Submission for Offeror [Name]; or
The Government reserves the right to contact customers identified in the proposal and solicit further information about performance in regard to quality, timeliness, cost, and business relationship. The accuracy of past performance data, including phone numbers of the points of contact are the full responsibility of the Offeror and inaccuracy may result in non-consideration of the reference. Other related past performance information may be sought and used for evaluating completeness and accuracy of the Contractor’s proposals. Past performance information may be obtained from a variety of sources including other Government agencies.
(c) The Offeror shall indicate in this Tab if it has no past performance. Offerors with no past performance will receive a neutral rating.
Tab B – Relevant Experience (Ten (10) page limit) The filename shall be “Volume III –Tab B –Relevant Experience-Offeror Name.doc”
In addressing the Relevant Experience Factor, the Offeror shall describe its qualifications and detail its specific experience conducting work of the same and/or similar nature to that described in SOW Section C of this requirement. The proposal shall include the following:
a. The Offeror shall provide a narrative statement of its qualifications for being a
Contractor on IGSS and what expected benefit FSA will derive.
b. The Offeror shall provide at least three (3) but no more than five (5) different examples of Relevant experience information for active or complete “relevant/recent” contracts/Task Orders and/or subcontracts (including Federal, State, and local
Government or commercial) directly related to the services identified in the Section C, Statement of Work. At least one (1) experience described must be as the Prime Offeror.

At least one (1) experience must demonstrate the use of creative support or innovations in achieving or exceeding customer objectives.
Note: Recent is defined as within the last three (3) years from the date of release of this RFP.
Relevant is defined as work which is the same and/or similar in complexity and scope to the work described in the IGSS requirement(s).
For each experience statement, the Offeror shall provide:
Reference information, including, at a minimum:
i. Name of contracting activity (Government Agency, Commercial customer, etc.)
ii. Contract number
iii. Contract type
iv. Degree of the Offeror’s Involvement (Prime or Subcontractor)
v. Dates of Service
vi. Total contract/subcontract value
vii. Contracting Officer’s contact information (phone, fax, email)
viii. Project Officer/Contracting Officer Technical Representative’s contact information (phone, fax, email)
ix. Administrative Contracting Officer’s contact information – if applicable
x. Description of work
Project description. Identify the team member that performed the work. Describe the key objectives of the project, including the scope and complexity of the efforts and how the customer benefited operationally or strategically. Describe any other aspects of the project to demonstrate its relevance to being a FSA IGSS Contractor. Describe the applicable team member’s role in the project and the challenges and lessons learned from your experience as the prime contractor. Describe the integration of resources (e.g. personnel, tools, applications, etc.) into the customer’s environment.
* Please Note Relevant Experience is Not the Same as Past Performance: Quality
An Offeror’s proposal must demonstrate the Offeror’s ability to provide the full range of IT services and solutions proposed, meet the appropriate requirements criteria, and represent the
Best Value to the Government.
L. 10 Alternate Proposals
Alternate proposals will not be considered.

SECTION M – EVALUATION FACTORS FOR AWARD
M.1 General
The Government is conducting this source selection in accordance with the competitive negotiation source selection procedures contained in FAR Part 15.
M. 2 Notice To Offerors
The Government reserves the right to award a contract based on initial offers without discussions. It is understood that your proposal will become part of the official file.
Proposals must be prepared and submitted in accordance with and in compliance with the instructions in Section L of this RFP.
4. The following five (5) evaluation factors apply to this acquisition:
1. Factor A – Technical Approach
2. Factor B – Management Approach
3. Factor C – Staffing Approach
4. Factor D – Past Performance Information: Quality and Relevant Experience
5. Factor E – Price
Each factor is evaluated individually. Each factor and key sub-factors, where applicable, are described in detail hereinafter.
Factor A is the most important factor and is more important than Factors B, C, and D. Factors B, C, and D are equal in importance and are more important than Factor E.
Factors A through D, when combined, are significantly more important than Factor E.
5. The Government will use data provided by the Offerors in their proposals but may also use data obtained from other sources--such as Dun and Bradstreet reports, DCAA audit reports, available industry/market rates for labor and overhead, etc., including previously awarded contracts. While the Government may elect to consider data obtained from other sources, the
Offerors are solely responsible for providing thorough and accurate information in their proposals.
M. 3 Evaluation Methods
Factors A – C will be rated in accordance with the following adjectival rating definitions:
Outstanding (O), Highly Satisfactory (HS), Satisfactory (S), Unsatisfactory (U)
Outstanding (O) Proposal significantly exceeds requirements in a way that benefits the
Government or meets requirements and contains at least one exceptional enhancing feature, which benefits the government. Any weakness is minor.
Highly Satisfactory
(HS)
Proposal exceeds requirements in a way that benefits the government or meets requirements and contains enhancing features, which benefit the
Government. Any weakness is minor.
Satisfactory (S) Proposal meets requirements. Any weaknesses are minor and will have little or no impact on contract performance.
Unsatisfactory (U) Proposal does not comply substantially with requirements.
M.3.1 Factor A – Technical Approach
The Offeror’s Technical Approach proposal will be evaluated on assessed strengths, weaknesses, deficiencies, uncertainties and risk. The Government will evaluate the soundness and feasibility of the Offeror’s proposed technical approach for how they intend to satisfy the requirements set forth in the IDIQ and TOs 1-3 Performance Work Statements and Performance Requirements
Summary.
The Offeror’s proposed technical approach will be evaluated on the following sub factors:
a. It applies an industry standard Framework and methodology
b. It demonstrates an understanding of Federal legislation and guidance related to EA, Capital Planning and strategic planning activities (Clinger-Cohen, FITARA, OMB
Directives, etc.)
c. It exhibits an understanding of Federal technical standards and guidelines (Federal Data
Center Consolidation Initiative, Cloud First, Open Government, etc.)
d. It demonstrates alignment of EA activities with CPIC and Strategic Planning processes
e. It applies IT and security best practices encompassing all aspects of FISMA compliance
f. It includes Federal Data Management practices in compliance with OMB Circular A-119, M-12-08, and OMB Memorandum titled “Managing Information as an Asset”
g. How it demonstrates an understanding of technical architecture for financial-transactional systems
h. How it demonstrates an understanding of preliminary and detail standards and the application of those standards in the oversight of technical solutions
M.3.2 Factor B – Management Approach
The Offeror’s Management Approach will be evaluated on assessed strengths, weaknesses, and deficiencies. The Government will evaluate the soundness and feasibility of the Offeror’s proposed method to manage important aspects of the acquisition for how they intend to satisfy the requirements set forth in the IDIQ and TOs 0001-0003 Performance Work Statements and
Performance Requirements Summary. This includes a realistic implementation and sequencing plan that reflects an understanding of the complexity and dependencies of the work.
The offeror’s proposed management approach will be evaluated on the following sub factors:
a. It demonstrates a best practice Project Management approach
b. It includes a quality management component and supporting activities
c. It includes sub-contractor management activities
d. It includes communications planning and management
e. It demonstrates a realistic scheduling and management approach
M.3.3 Factor C – Staffing Approach
The Offeror’s Key Personnel Qualifications proposal will be evaluated on assessed strengths, weaknesses, and deficiencies for how they intend to satisfy the requirements set forth in the IDIQ and TOs 0001-0003 Performance Work Statements and Performance Requirements Summary.
The Government will evaluate the quality of the proposed Key Personnel based on the content of their resumes. Key personnel include: Program Manager and personnel specified in individual Task Orders. Attachment E supplement of the RFP lists the required minimum qualifications for all functional labor categories.
The offeror’s proposed staffing approach will be evaluated on the following sub factors:
a. It reflects an appropriate mix and levels of experience to meet requirements
b. It includes the appropriate technical and business/functional skill sets
c. It includes personnel with experience in multiple management processes
d. It demonstrates a realistic Recruitment and Staffing Plan
e. It includes resumes for all key personnel
f. How it reflects direct experience with complex high volume financial transactional systems.
M.3.4 Factor D – Past Performance Information
The Offeror’s Past Performance Information proposal will be evaluated on assessed strengths, weaknesses, and deficiencies. Factor D will be rated in accordance with the following adjectival rating definitions: Highly Satisfactory (HS), Satisfactory (S), Unsatisfactory (U), Neutral (N):
Highly Satisfactory
(HS)
The offeror’s past performance history includes significant and multiple work experiences of essentially the same size, scope, and complexity as required in this solicitation. The Offeror has a demonstrated past performance record of exceeding contract requirements on all relevant tasks.
Satisfactory (S) The Offeror’s past performance history includes some work experiences of essentially the same size, scope, and complexity as required in this solicitation. The Offeror has a demonstrated past performance record of meeting contract requirements with most but not all relevant tasks.
Unsatisfactory (U) The Offeror’s past performance history includes little to no work experiences of essentially the same size, scope, and complexity as required in this solicitation. The Offeror has a demonstrated past performance record of failing to meet contract requirements with most if not all relevant tasks.
Neutral (N) No relevant past performance.
In the event that the Offeror does not have relevant past performance, the Government will assign a neutral rating for this factor.
M.3.4.1 Sub-factor: Quality
The Offeror’s Past Performance Information proposal will be evaluated on assessed strengths, weaknesses, and deficiencies. The Offeror shall describe at least three (3) but no more than five
(5) past projects similar in scope, size, and complexity to the work described in the PWS.
Descriptions shall be sufficiently robust to allow evaluators to judge relevancy (scope, size, and complexity) to this requirement. The Government will evaluate how well the Offeror has performed, either as a prime Contractor or as a significant Sub-Contractor.
The Government will evaluate past performance information on the following:
a. Day to day management
b. Staff retention
c. Timeliness
d. Cost control
e. Meeting project deadlines
M.3.4.2 Sub-factor: Relevant Experience
Relevant experience is an additional confidence indicator that the Offeror has the capability to marshal the necessary resources and expertise to lead projects of similar size, scope, and complexity. The Government will evaluate the relevance of the Contractor’s previous experience either as a prime Contractor or as a significant Sub-Contractor, in performing work on similarly scoped contract/orders awarded to them in the past three (3) years by Governmental Entities
(federal, state, or local) or by Non-Governmental Entities.
M.3.5 Factor E – Price
The Government will evaluate the price of the Offeror’s proposal by multiplying the proposed fully burdened hourly rate for each proposed labor category by the ceiling number of hours proposed for that labor category, and then totaling those sums to derive a total for the contract period. The Government will add the total for each contract period (base year and four one-year options) to derive the evaluated price for this acquisition.
The Government will evaluate price proposals to determine fairness and reasonableness. Prices that are determined to be either unreasonably high or unrealistically low in relation to the proposed work may result in the overall proposal being considered unacceptable.
The Offeror’s proposed price will also be considered in the context of price risk and affordability. In this context, price risk is the Government’s level of confidence if the Offeror’s ability to perform as proposed based on:
a. The price information provided by the Offeror and gathered from other sources
b. The completeness of the Offeror’s price documentation and traceability to the Offeror’s proposal
c. The reasonableness and realism of the Offeror’s proposed price
d. The degree of stated or implied cost risk passed to the Government
e. The Offeror’s financial capability to execute the contract in accordance with general accounting standards and to support the requirement
