Section 3.4.

Would the Government allow subcontractors for Cool:Gen support?

Offerors may use teaming arrangements to meet and perform requirements, to include Cool:Gen.

Note: The prime contractor must perform at least 51% of the overall effort.

Solicitation Page 6, Section 2.

Would the government permit Attachment 4: Evaluation Factors Matrix, to be smaller than 12 point Times New Roman, as long as legible?

For Attachment 4 Only: Offerors may use no less than 10 point Times New Roman or Calibri font with 0.5 inch margins.

Solicitation Page 6, Section 1.

Would the Government consider accepting a CD of the electronic files in lieu of an email submission?

Offerors may submit a CD in addition to hard and emailed soft copies.

As a result of the Q&A the following amendments to the solicitation documents are also posted: (Q&A responses 1-17 were previously incorporated as a part of the solicitation through a prior amendment. The changes to the documentation below reflect the Q&A responses 1-20.)

1. ED-FSA-14-R-0007 NSLDS Phase 1 Solicitation

a. Page 2, Section D.2.A., first sentence is amended to read:

“Offeror must provide demonstrated ability and experience to operate and maintain system processing levels comparable in size and scope as identified on page 1 of Attachment 2: NSLDS System Processing Volumes.”

b. Page 3, Section D.2.B.v., is amended to read:

“Mine & analyze queries of comparable scope and complexity as Title IV data”

c. Page 3, Section D.2.B, Second Paragraph, is amended to remove the last sentence.

d. Page 6, Section 2. Page Limitations, is amended to add:

“For Attachment 4 only: Offerors may use no less than 10 point Times New Roman or Calibri font with 0.5 inch margins.”

e. Page 7, Section 3. Submission Deadline, first sentence, is amended to read:

“Offers should be received no later than 12:00pm Eastern Standard Time on March 11, 2014.”

2. Attachment 1: NSLDS Statement of Objectives

a. Page 13, Section 3.4. Paragraph 3.4.1.4 is amended to read:

“Key personnel shall possess significant experience (of at least 3 years of since 2009) in maintaining and updating system code using both COBOL and the CA:Gen/Cool:Gen/Advantage:Gen case tool.”

b. Page 13, Section 3.4. Paragraph 3.4.1.5 is amended to read:

“Key personnel shall possess significant experience (of at least 3 years of since 2009) in the operation and maintenance of DB2 and CICS mainframe environments.”

3. Attachment 2: NSLDS System Processing Volumes

a. Page 1, third paragraph is amended to read after first sentence:

“Offeror must provide demonstrated ability and experience to operate and maintain system processing levels comparable in size and scope as identified in table below.”

b. Page 4, Part II, Table 2, is amended to add column for 2013 volumes:

Total Calls Offered: 42,097 Total Emails Received: 11,311 New Data Correction Cases: 11,811

4. Attachment 5: Cost Estimation

a. Table has been amended to added “Customer “Service” Row.

i. First row, first column, has been changed to “O&M Support.”

ii. Header row, first column has been changed to add “Estimated Cost.”
