ED-CFO-14-R-0036 Financial Management Attachment A – Clarification Responses

1. References:

a. RFP Page 11, Number 11, Section b. details “The following personnel have been identified as Key Personnel in the performance of this contract: Labor Category – TBD”.

b. RFP Page 18 Technical Approach (Section 2) details, “Please include… resumes for key personnel” and the second bullet details, “Identification of roles and responsibilities for each core team/key personnel, including the project manager.”

Question: Will the government clarify what labor categories are key or is it up to the contractor to identify any labor categories in addition to project manager that are key?

The offeror shall identify the labor categories and rates it intends to use to execute tasks in the Performance Work Statement (PWS). Key personnel labor categories shall be proposed by the offeror.

2. Reference: RFP Page 23, Section 1.1.2 Key Personnel Qualifications details, “Proposed project personnel shall be considered subject matter experts….”

Question: Will the government clarify whether the qualifications listed in section 1.1.2 are for all proposed personnel or for only those that are identified as key?

The qualifications shall apply only to proposed key personnel.

3. Reference: RFP Page 19, Past Performance (Section 3) details, “The offeror shall identify three (3) contracts/task orders with the Federal Government and/or commercial customers that demonstrate recent and relevant past performance.”

Question: Can the three required past performances be a combination of both prime and major subcontractor past performances?

No. The three required past performance references should be for the prime contractor. However, offerors may provide additional references for its proposed subcontractor(s), which do not count towards page limit.

4. Reference: RFP Page 27, Section 1.4.2 Contract References details, “The contractor shall provide references (at least 3) both for itself and for any major subcontractor…” Questions:

a. Will the government clarify if the three references is the total amount required or a requirement for both the prime and major subcontractor? (e.g. If there is a team consisting of a prime and two major subcontractors, would there be a total of three references for the team or a total of nine references (three for each team member)?

The three required past performance references should be for the prime contractor. However, offerors may provide additional references for its proposed subcontractor(s), which do not count towards page limit.

b. Do the references correlate (or tie) to the past performances detailed in the past performance section on Page 10?

Yes.

5. References:

a. RFP Page 14, Task Order Procedures, Section b details, “The labor categories, as defined in the Statement of Work and loaded labor rates as listed in the Pricing Schedule…”

b. Attachment A – PWS Page 18, Section 3.2.2 Contractor Staff Responsibilities details, “The staffing plan shall define the roles and responsibilities for the contractor staff and shall include details of the work to be performed by the proposed labor category”.

c. Attachment C – PWS for TO1

d. Attachment E – Pricing Schedule for TO1 Questions:

a. Since neither the IDIQ PWS nor the TO1 PWS define labor categories, will the government define labor categories or is it up to the contractor to propose labor categories?

The offeror shall identify all possible labor categories and rates it intends to use to execute tasks in the IDIQ PWS. For Task Order 01, the offeror shall identify the labor category mix and labor rates as well as a firm, fixed price for the work.

b. Attachment E Pricing Schedule for TO1 does not detail labor rates. Does the contractor’s proposed labor rates need to tie to the TO1 Pricing Schedule?

Yes, the proposed labor rates should match the TO01 Pricing Schedule.

c. Will the government provide an estimated labor mix and labor hours for TO01, or any other relevant information in order for contractors to adequately estimate the level of effort required to perform the work? Without this information it would appear any team that includes the incumbent would have an unfair advantage in responding to this solicitation.

No. There is no incumbent for the services on TO01 and therefore, there is no information based on historical data. The offeror shall propose a labor mix and number of hours. The Department had contractor support for process mapping and internal control work identified in the PWS for the IDIQ Base Contract. All completed process documentation will be provided to the awarded contractor.

6. Reference: RFP Page 14, Task Order Procedures, Section b details, “The rates to be used in submitting pricing quotations shall be actual rates; burdened rates are not acceptable. Burden pools such as labor overhead (including fringe benefits) and general & administrative (G&A) expenses shall be based on the Contractor’s actual rates.”

Question: Is the government requesting that price proposals include a breakdown of both actual and burdened rates?

The Government has decided it would like to know the billable rates that the contractor will bill, which are the loaded or burdened rates.

7. Question: In light of the above questions which are important factors when considering teaming partners, the short time allowed for developing an adequate response to this solicitation does not appear to encourage competition. Would the government consider a 1 week extension to allow for adequate response time by HUBZone companies?

A one-week extension is provided via this Amendment.

8. Reference: Attachment C; Section 2- Background: Technology and applications supporting debt management activities are not consistently available Question: Will the government provide a listing of applications, supporting technologies, and existing integration with FMSS that support the debt management process and which program offices use these applications?

The government will provide the awarded contractor the listing of existing information technologies or applications the Department of Education is currently using to support debt management. Refer to Attachment C 4. Requirement – Task 5 Modernize and Enhance Debt-related Automation (page 9) for additional information of the existing systems.

Offerors may find it useful to refer to the Department’s Annual Financial Report (AFR), which contains a good description of the Department’s Information Technology (IT) environment (http://www2.ed.gov/about/reports/annual/2013report/index.html).

9. Reference: Attachment C; Section 2- Background: Information related to debt does not flow seamlessly between systems through automated data interchange.

Question: Will the government provide Application Architecture design document which provides information about data exchanged (automated, manual) between applications?

Yes, the government will provide this information to the awarded contractor. The government will also provide the awarded contractor the existing end-to-end process documentation that includes information regarding automated/manual processes. The contractor shall leverage and expand on that documentation to complete Task 2 of Task Order 0001 and other Task(s) as described in the PWS.

10. Reference: Attachment C; Section 4- Requirements; Task 2: Initial process mapping has been completed for many key debt-related “as-is” business activities and that documentation will be furnished to the contract team at the kickoff meeting.

Questions:

a. Would the government reconsider providing the initial process mapping document in order for the contractor to better estimate the level of effort to complete Task 2?

No. All process workflows and control documentation will be provided to the awarded contractor. However, for this task, offerors should presume the effort will require a comprehensive review of existing documentation as well as in-depth inquiry within program offices.

b. Would the government provide a listing of completed key debt "as-is" business activities and an estimate of undocumented business activities in order for the contractor to better estimate the level of effort to complete Task 2?

The objective of Task 2 is to identify all key debt-related activities throughout the Department of Education. The contractor will work with the Department’s personnel to identify undocumented business activities in order to complete Task 2. Information regarding the Department’s Debt Management and Payment Group (DPMG) may be found here: http://www2.ed.gov/about/offices/list/om/fs_po/ocfo/fmgmt.html#DPMG

11. Reference: Attachment C; Section 4- Requirements; Task 5: Building interfaces between FMSS and Treasury systems.

Question: For Task Order 01, are FedDebt and CRS the only Treasury Systems in scope for the effort?

Yes. The awarded contractor shall assess and propose various options, such as Treasury systems and/or shared service solutions that the Department may utilize to fully automate debt-related business activities.

Offerors may find it useful to refer to the Department’s Annual Financial Report (AFR), which contains a good description of the Department’s Information Technology (IT) environment (http://www2.ed.gov/about/reports/annual/2013report/index.html).

12. References:

a. Attachment A; Section 1.5 – Security Clearance Requirement states, “… employees are required to obtain a security clearance of no less than 5c level.”

b. Attachment C; Section 5.3 – Security Clearance states, “The contractor shall have or shall obtain a 6c security clearance for this contract.”

Question:

a. We have a Secret Facility Clearance, and we plan on providing resources with Department of Defense (DoD) Secret Personnel Security Clearances. Do these factors by chance make obtaining 5c or 6c clearance easier?

Oftentimes, having completed the requirements of a background investigation at another agency facilitates the investigation conducted by the Department. Generally, a secret clearance is higher than the requirements in this contract. A level 6C security clearance is a Public Trust Position clearance required for federal employees and contractors who will have access to classified information, computer systems or restricted areas where the risk and magnitude of damage that could be done by the employee or contractor is high.

Moderate Risk employees require 5C security clearances and may begin work in their position upon submittal of their paperwork. Employees who hold 5C level positions have the potential for moderate to serious impact because their duties are of considerable importance to the agency mission and their duties require individuals to view or use Privacy-Act protected information.

Awarded contractor will be required to translate work done at DoD to meet the requirements at the Department.

A Secret Facility Clearance is irrelevant to personnel’s security clearances process at ED.

b. Do DoD clearances of any level fulfill the Department of Education’s 5c or 6c level?

Contractor personnel with DoD clearances will still need to submit the same paperwork and go through the Department of Education’s clearance procedures. See responses above.

c. If not, what is the estimated timeframe to apply and receive 5c level security clearance?

Before a contractor employee can be assigned, he/she will need to undergo a preliminary screening. The preliminary screening may include a review of the completed security forms, a credit check, a records check and a file check. The preliminary screening takes approximately 2 weeks.

The Government will initiate a background investigation after a successful preliminary security screening. The background investigation takes approximately two months to complete the entire process.

d. Is there an interim clearance process that allows employees to begin work while the 5c level security clearance is being completed?

Yes. Contractor employees may begin non-High Risk work after the preliminary screening (described above) is complete. While a contractor’s security clearance is pending he or she will be denied access to High Risk material until the investigation is complete and the results approved by the Department.

e. Is there a Facility Clearance level associated with the requirement to obtain a 5c or 6c level?

OCFO personnel are not familiar with the requirements for DoD Secret clearances or its civilian equivalents. See responses above.

13. Are corporate certifications and representations required to be included in any of the Technical or Business Volumes?

The Offeror must register in the System for Award Management (SAM) for validation. The representations and certifications shall be completed electronically via the SAM. Refer to solicitation pages 17 and 29.

14. Reference: RFP Technical Approach (Section 2), page 18.

Question: Are all of the items detailed in Section 2 included in the Staffing Plan, and therefore do not count towards page limit (as detailed in the matrix on RFP Page 22)?

That is correct. The items detailed in Section 2 (on page 18 of the solicitation) may be considered part of the Staffing Plan and do not count towards the page limit.

15. Attachment A - PWS – Page 4: It is stated “The contractor awarded task orders (TOs) under this IDIQ contract must have expertise and a demonstrated record of success providing advisory and assistance support to federal organizations of the size and complexity of the Department of Education in addressing issues pertaining to the types of work specified below”. Does this mean that vendor’s past performance in a commercial sector with similar size and scope is not valid?

Both federal government and commercial references are valid. Refer to page 19 of the solicitation – Past Performance.

16. Past performance – can it be in commercial or federal sector?

Both federal government and commercial references are valid. Refer to page 19 of the RFP – Past Performance.

17. Is vendor responsible for implementing process improvement recommendations? Or do they just need to make recommendations and guide the government during implementation?

The contractor will primarily be responsible for performing analysis and make sound recommendations to the government on process improvement and provide assistance/guidance during implementation phase. Although the government is responsible for implementing recommendations, we expect all recommendations from the contractor to be actionable within the environment at ED.

18. How many task orders will be issued during the course of the contract?

This is an Indefinite Delivery / Indefinite Quantity contract. Therefore, it is unknown how many task orders will be issued during the contract period.

19. On average, how many task orders will be issued per year?

This is an Indefinite Delivery/ Indefinite Quantity contract. Therefore, it is unknown how many task orders will be issued during each year.

20. Is each task order same or similar size in scope as that of task order 1 (TO 01)?

TO01 is considered a task order of “moderate” complexity. Other task orders may be more or less complex.

21. Please expand what do you mean by major logistical considerations?

These are significant factors that will impact the project planning and execution, such as teaming partners. The Offeror shall determine what factors are considered significant.

22. For financial systems automation, can you clarify what systems are involved?

The type of financial systems involved will be varied for each Task Order. The major financial systems are mentioned in the IDIQ PWS (Attachment A).

Offerors may find it useful to refer to the Department’s Annual Financial Report (AFR), which contains a good description of the Department’s Information Technology (IT) environment (http://www2.ed.gov/about/reports/annual/2013report/index.html).

23. Can you share any information related to existing system interfaces?

Refer to response to Question #22 above. No other specific information will be provided to Offeror.

24. How many Education systems and Treasury systems need to be part of data exchange?

Refer to response to Question #22 above. No other specific information will be provided to Offeror.

25. As part of the process reengineering, is vendor expected to make system changes or would that be considered as outside the scope of the IDIQ?

The vendor is not expected to make system changes. The contractor is expected to work with the OCIO and make actionable recommendations for comprehensive solutions, including estimated level of effort and cost of the reengineering/automation and provide information to support the proposed new investments.

26. Please clarify if the Attachment C – PWS for Task Order 0001, Assessment of Debt Management Activities request is a sample representative task order or a task order to be awarded as part of the Attachment A – PWS, IDIQ Base Contract.

Task Order 01 will be awarded with the IDIQ Base Contract as a result of the current solicitation.

27. Please clarify Contractor Security Clearance requirements. In Task Order, it is mentioned 5C while in PWS it is 6C.

Based on the work the contractor’s staff will perform, a level 6C security clearance is the minimum requirement for this contract, particularly for those who will need access to sensitive information, computer systems or restricted areas.

28. Task Order 0001 - Is it representative sample or is this real Task Order to be awarded in conjunction with the IDIQ?

See Response to Question #26 above.

29. For Task Order 001, is it possible to share the Debt Management Process in Visual end-to-end process diagram?

The entire Debt Management Process consists of debt-related activities that are performed across multiple organizations in the Department. Initial process mapping has been completed for many key debt-related “as-is” business activities and that documentation will be furnished to the contract team at the kickoff meeting.

30. What is the extent of documentation of the of current-state end to end process. It seems like some work has been done. What is completed and what can be shared with prospective bidders?

The entire scope of Debt Management across the Department (non-Federal Student Aid) has not been fully documented. The contractor will leverage existing documentation and add to it rather than re-create it. The list of current-state end-to-end processes (and sub-processes) that have been documented are listed in Appendix A of Attachment A IDIQ PWS.

31. What is the potential and realistic nature of Task Orders that will be awarded during the full contract period? What is the typical size and complexity of these?

TO01 is considered a task order of “moderate” size and complexity. Future task orders may be larger or smaller, and more or less complex.

32. With regards to Government Resource availability for interviews on end-to-end process; what kind of time and/or estimates that have been figured out already. Or do you expect the vendors to provide the needs as part of the proposal response. Please advise.

Process complexity drives the time needed to perform the work. TO01 is an example of a moderately complex process. Most of the high-level process mapping is already done and the TOs will require additional mapping. Offerors are expected to include their estimates as part of their proposed technical approach.

33. Pricing – it appears you are asking rates by labor category for IDIQ whereas for TO01, you are looking for fixed price? Please confirm.

The IDIQ Base Contract requires labor categories and rates that address all possible tasks for the PWS. Task Order 01 requires a firm fixed price using the IDIQ categories and rates in conjunction with the proposed level of effort and hours for Task Order 01.

34. Can the Government confirm that no past performance is required for Volume III?

No additional past performance information is required for Volume III.

35. Can the Government confirm if Key Personnel are to be included in Volume I of the proposal? If yes, are letters of commitment required given the broad nature of the scope for future task orders?

Key Personnel shall be included in Volume I of the proposal. The offeror is only required to provide letters of commitment for Key Personnel assigned to TO 0001.

36. What is the anticipated award date?

This contract will be awarded during the current fiscal year.

37. Is there a current incumbent contractor and will there be a transition period? If there is a transition period, what provision for fees should be reflected in the cost proposal?

This is a new contract with no incumbent advantage. There is no incumbent for Task Order 0001 services. The Department had contractor support for process mapping and internal control work identified in the PWS for the IDIQ Base Contract. All completed process documentation will be provided to the awarded contractor. No transition period or fees should be included in the proposals.

38. Can the Government provide the list of current labor categories utilized under the incumbent contract, if any?

N/A

39. As an artifact of the negotiated and executed partnership agreement will the Government accept a copy of a Teaming Agreement added as an appendix to the Business Proposal and excluded from the total page count?

Teaming arrangements are strongly encouraged, but not required. The Offeror shall clearly state and describe all proposed teaming arrangements in the Technical Proposal. Teaming arrangement artifacts are excluded from the page count.

40. Can the Government confirm the place of performance for services rendered under T0001?

The place of performance is the Washington, D.C. metro area.

41. Is the entire contractor team to be located in the Washington D.C. metro area or only the contract staff needed for on-site meetings/tasks?

Although the entire contract team is not required to be located in Washington, D.C., most of the work in the task orders under this contract will require extensive interaction with key Department personnel.

42. Will the Government confirm the font size for graphics will be 10 point font in the Arial family?

Yes, that is correct. This applies to tables and graphics with text.

43. What is the file size limitation for documents submitted through email?

There is no maximum electronic file size, only printed page limitations.

44. Will the Government please specify the preferred file format for electronic submission of proposals?

The Department prefers Microsoft Word, Excel, or Adobe PDF files for electronic submission.

45. Will the Government provide government furnished equipment (GFE) for purpose of accessing, storing, processing, and transmitting any government-furnished information?

Yes. The Department will provide on-site workspace, government-furnished desktop computers and access to printers and shared drive space for electronic documents.

46. Can the Government confirm that future task orders may be issued as Firm Fixed Price or Time and Materials?

All future task orders will be firm fixed price.

47. Can the Government please specify if the total resource headcount should be included in Volumes 1 and 3?

Yes. The total number of staff should be included Technical Proposal volumes I and III.

48. Can the Government please clarify if new labor rates and categories can be added to each subsequent task order issued under the resulting IDIQ contract?

All possible labor categories and rates should be included in this proposal. The rates proposed now, if awarded, will be used for any future task orders. New labor categories may only be added in rare circumstances as the PWS provides a comprehensive overview of the type of work that will be required for purposes of identifying the labor categories to be used.

49. Would the Government please define the CLIN Structure Unit identified as "SE"?

SE means Services instead of a unit price for supplies.

50. Would the Government please clarify what a Unit Price shall consist of for the base IDIQ Contract, as Section 28, RFQ page 20, requires Labor Rates for the Business Proposal submission? It is apparent that the CLIN Structure is set up by Base and four Option Periods; however, what is the unit price to be based upon since the base IDIQ contract requirement is for labor rates?

Task orders will be issued during the base and option periods. They will be based on the labor rates and categories included in the proposals. The offeror shall furnish all proposed labor category and rate information that will be used to price subsequent task orders.

51. Would the Government please clarify the intent of the following clause: “Supporting cost information shall be provided to enable the government to determine that the Offeror has a complete understanding of the requirements to be performed under this task order. Offeror shall use either the spreadsheet at Attachment E or a similar excel spreadsheet that illustrates the cost elements used to achieve your price per labor category and each deliverable in the Task Order.”? Is the government looking for a breakdown of the labor categories and rates for the firm fixed price amounts listed by deliverable in Volume 4?

Yes. The offeror shall furnish all proposed labor category and rate information.

52. The RFP sets a three page limit for the cover letter and executive summary, and then sets a one-page limit for the executive summary itself. To loosen this requirement, would you consider a three page limit for the cover letter and executive summary without the one-page restriction on the executive summary?

Yes, this is acceptable.

53. Reference Page 5 of the PWS (2.2.1 Document end-to end processes): Was the existing process maps completed by a contractor? Was the process maps completed part of another effort? If so, can you describe the scope of work?

Existing process maps had contract support. Under that contract, the Department required the contractor to assess existing documentation, perform a gap analysis and complete all required comprehensive process documentation (using flowcharts and narratives) describing and cataloging all non-FSA end-to-end business processes and key controls (both system and manual controls) that generate a financial event that is recorded in the Department’s financial statements. A list of signification business processes for which the work was performed is located in Appendix A of the IDIQ PWS (Attachment A).

Reference Page 8 of the PWS (2.2.5 Optimize Utilization of Treasury and Shared Services Solutions): What is the level of current use of ED's shared services? Where is it being used and has it been successful?

The Department uses shared service providers for payroll, travel, and portions of debt management. These efforts have been highly successful. The Department is currently exploring further use of shared service arrangements, to include outsourcing additional core accounting functions.

54. Reference Page 8 of the PWS (2.2.6 Policy and Procedures): Does the government have a documented inventory of all the internal directives, policies and procures within scope for this effort, as well as the disposition of the documents?

The Department staff is currently performing an inventory of all policies and procedures within the scope for this contract. They will be provided to the contractor as it becomes available.

55. Reference Page 9 of the PWS (2.2.7 Key Performance Indicators (KPIs) and Metrics): What effort (if any) is currently underway at ED to comply with the Government Performance and Results Act Modernization Act (GPRMA)?

The Performance Improvement Officer (PIO), whose office is aligned with the Office of the Undersecretary (OUS), is responsible for GPRMA. Work under this contract refers to relevant operational performance of the accounting operations and any links to the strategic plan. In most cases, the financial operations will align to Goal 6 in the ED Strategic Plan.

56. Reference Page 9 of the PWS (2.2.8 Workforce analytics): Will we have access to work with HR personnel to obtain workforce information/data and performance management system? Will position descriptions and attrition statistics for prior and/or current year be made available to the contractor?

The government will ensure that the contractor has the information needed to complete the required work under each specific TO.

57. Reference Page 9 of the PWS (2.2.8 Workforce analytics): What percentage of the workforce to be included in the study are members of an organized labor union?

This information is not readily available but may be furnished to the awarded contractor if it is relevant to a specific TO.

58. 6.0 DELIVERABLES – For tasks 2 – 10, will the government consider factoring in the following actions and timeframes as a baseline (1) draft deliverable due date (2) government to review and provide comments within ____ days and (3) final deliverable due ____ days after contract award?

In addition to final deliverable due dates, offerors may choose to propose interim due dates (draft deliverables, government review) within their proposed deliverables schedule. The amount of government review time for each deliverable depends on the complexity of the deliverable. The actual deliverable schedule will be finalized during the initial discussion at the beginning of each task order.

59. Attachment E – Pricing Schedule – Task 5: Deliverable 5.2 is missing.

This is a typographical error. Deliverable 5.3 should be 5.2.

60. In the proposal FBO announcement you mention “The basis for the award will be best value through trade-offs; therefore, the Department may award to other than the lowest-priced offeror based on the proposed labor rates and Task Order 0001’s fixed price.” What do you mean by “trade-offs”?

Trade-offs is the process by which the Department will determine the best value proposal, which may mean paying more for a better technical proposal. Please refer to the Evaluation section of the RFP. Although lowest price alone may not be enough to win the award, the contractor should be cognizant of its pricing in making a proposal.

61. Is direct Department of Education experience required for this contract? Throughout the evaluation factors it mentions the understanding of the OCFO’s FMO office and the Department’s CIO office. If it is can this experience be demonstrated through work experience as well as partnering?

It is not necessary to have direct Department of Education experience. However, it is expected that offerors demonstrate profound understanding of the OCFO’s mission, vision and values as expressed through the requirements in the PWS.

62. On page 25, it mentions “Experience implementing Federal Shared Service (FSS) solutions” Could you provide an example of a FSS solution?

An example of Federal Shared Services (FSS) is in the area of payroll. Many years ago, a mandate was put in place stating that all federal agencies had to move to one of four predetermined Federal payroll providers. Every government agency moved to a shared service provider and experienced change management pain at the time. Looking back, this was a greatly successful migration that has significantly decreased the cost of payroll and transaction payroll costs as well as increased the efficiency of year-end W2 processing.

The current four government FSS providers are The Department of Agriculture’s National Finance Center, the Department of the Interior’s Interior Business Center, the Department of Transportation’s Enterprise Services Center, and Treasury’s Administrative Resource Center.

More information on FSS is located here: http://www.whitehouse.gov/blog/2014/05/02/reducing-costs-and-improving-efficiency-through-federal-shared-service-providers-fin

63. In subfactor 1.4.1 how is quality measured within the Department?

With regard to past performance information, “quality” (p. 25 of solicitation) refers to “Quality of Goods/Services.” The following are indicators of quality:

· Compliance with contract requirements

· Accuracy of reports

· Appropriateness of personnel

· Technical excellence

64. Who is the incumbent?

Deloitte & Touche LLP has performed process mapping and internal controls-related work for the Department. Currently, there is no incumbent for the work required in the PWS for TO01.

65. What is the expected level of effort?

This information is part of the Independent Government Cost Estimate and will not be released during the solicitation phase.

66. What is the expected contract value?

The anticipated total contract value is shown as a range between the minimum order of $200,000 and the $12,000,000 ceiling. Please refer to Section .25(k) for this information. No further information will be released during the solicitation phase.

67. Is the program office looking for direct Department of Education experience or relevant financial management and CFO past performance?

Offerors may present relevant experience of key personnel in financial management and/or CFO past performance. It is not necessary to have direct experience working with the Department of Education.

68. How many FTE are currently performing the work?

N/A.

69. Can the program office provide samples of proposed deliverables?

TO-01 is a new requirement and there are no existing deliverables.

70. Are the incumbent's eligible to bid?

This is a small business set-aside contract. The incumbent for internal controls-related work (Deloitte & Touche LLC) is eligible to team with any qualified business that meets the set-aside requirements.

71. Will there be other task orders released simultaneous to Task Order 0001?

This solicitation will result in the award of the IDIQ contract and Task Order 0001. Any future task orders will be solicited from the awardee separately after award.

File details come from the government source that posted it. Updated .
