1.3 Background and Existing Conditions

The Eastern Colorado Area Office (ECAO) is located at 11056 W. County Road 18 E., Loveland, Colorado 80537. The building was built in the 1950s and serves about 55 Federal employees.

Many exterior doors and their hardware are worn or misaligned. Gaps around doors and thresholds allow pests inside and make some doors difficult to close or lock.

These gaps also let heated or cooled air escape and outside air enter.

Replacing the doors and hardware will improve security, weather protection, pest control, comfort, and energy efficiency.

Conditions that may affect the work include settled or uneven openings, worn hardware, gaps, deteriorated sealants, and interfaces with concrete, concrete masonry units (CMU), aluminum framing, and existing walls. Asbestos, lead, mold, or concealed conditions may also be present. See Section 3.5 for requirements if suspect materials are encountered.

1.4 Limits of Work

The work is limited to Door Items 1–10 shown in the door schedule, floor plans, and reference photographs. It includes each identified door opening and the related frame, threshold, sidelight, transom, adjacent materials, and finishes that must be altered or restored to complete the replacement. Work outside these limits is excluded unless this SOW specifically includes it.

2. Scope of Work

2.1 General Requirement

The Contractor shall provide all labor, supervision, materials, equipment, tools, transportation, protection, testing, cleanup, and other work needed to complete the project, except items the Government specifically provides. Any design or construction documents required for the installation must identify the materials, dimensions, interfaces, hardware, electrical connections, and other details needed for complete installation.

2.2 Specific Work

The Contractor shall complete the following work:

Verify all door opening dimensions and site conditions before ordering fabricated or non-returnable materials.

Remove and properly dispose of existing doors, frames when replacement is required, hardware, glazing, weatherstripping, access-control components where present, sealants, and demolition debris.

Prepare each opening, frame, threshold, surrounding wall, and adjacent finish for the new installation. Remove deteriorated sealants and correct visible alignment or substrate issues within the defined work limits. Notify the Contracting Officer of conditions that may require work outside those limits.

Provide and install new doors and related components matching the existing configuration unless the door schedule or approved submittals state otherwise. Include insulated glazing where applicable, weather seals, thresholds, commercial-grade hardware, and automatic operators or push-button actuators where required. Integrate card-access hardware at the locations identified in the door schedule.

Connect, adjust, and test the new hardware, access-control interfaces, automatic operators, push-button actuators, and affected electrical connections. Verify safe egress, security operation, and applicable code compliance.

Repair and restore surfaces disturbed by the work so they match adjacent existing finishes as closely as practicable. Include affected concrete, CMU, aluminum framing, paint, sealants, thresholds, and weatherproofing.

Protect employees, occupied areas, and Government property. Keep work areas orderly and remove temporary protection and debris when work is complete.

2.3 Exclusions

The work does not include plumbing relocation, ceiling-grid replacement or reconfiguration, moving Government furniture, IT/network programming, access-control software changes beyond hardware integration, hazardous-material investigation or remediation beyond the information provided by the Government, or structural modifications to load-bearing components. Work outside the defined door-replacement limits requires direction from the Contracting Officer.

3. Technical Requirements

3.1 Codes, Standards, and Permits

The Contractor shall comply with applicable Federal, Colorado, and Larimer County codes, standards, ordinances, and regulations identified by the contract documents. If requirements appear to conflict, notify the Contracting Officer before proceeding.

3.2 Materials and Workmanship

Provide new materials suitable for the intended commercial use unless this SOW allows otherwise.

Products shall meet the requirements in the applicable door schedule and approved submittals and shall be installed according to the manufacturer's written instructions.

The Contractor shall provide color and finish samples for the Government to review. The Government will select or specify the required colors, profiles, and visible finishes before the Contractor orders or installs affected materials.

Completed work shall be aligned, properly fitted, free of visible damage, and finished consistently at edges, transitions, penetrations, and interfaces.

3.3 Site Visit

Offerors shall attend the Government-scheduled site visit before submitting a quotation.

The purpose of the visit is to allow offerors to review existing conditions that may affect door selection, installation, and pricing.

Offerors shall verify, at a minimum:

· Door opening dimensions and frame conditions.

· Door configuration, glazing, hardware, and visible finishes.

· Card-access components, automatic operators, and push-button actuators where present.

· Thresholds, surrounding walls, and areas that may require repair or restoration.

· Access routes and work-area conditions for removing existing doors and installing replacements.

Offerors are not required to submit site-visit notes or a separate survey report. Quotations shall account for conditions reasonably observable during the site visit. Questions or discrepancies shall be submitted to the Contracting Officer before the quotation deadline. After award, the Contractor shall verify final dimensions and installation conditions before ordering materials. The Contractor shall notify the Contracting Officer in writing of discrepancies that may affect cost, schedule, scope, or installation and shall await direction before proceeding with affected work.

3.4 Like-for-Like Replacement Requirements

Replace each door in the configuration specified in Attachment 5 unless the Contracting Officer directs otherwise. Before ordering, confirm the door material, single- or double-door layout, glass panels, hardware, fire rating, egress requirements, and finish. Notify the Contracting Officer of any discrepancy.
