About this file
This document comprises a preliminary design study and architectural services solicitation for the Pinellas County Board of County Commissioners' proposed East Lake Community Library expansion project located at 4125 East Lake Road, Palm Harbor, Florida. The Construction and Property Management Department, Construction Services Division is seeking professional architectural consulting services to develop comprehensive plans and specifications, prepare cost estimates, and provide all associated professional architectural consulting services for an approximately 8,000-square-foot addition to the existing library building. The project consists of a ground floor addition of approximately 3,650 square feet to be added to the east end of the building and a second floor addition of approximately 4,350 square feet to be constructed above the new ground floor addition and a portion of the existing 2017 structure. The preliminary design study includes renderings and floor plans depicting the proposed expansion, featuring an early childhood area, enlarged teen room with emergency exit, a bank of study rooms for private study and tutoring, lobby seating with vending machines and bistro tables, and expanded parking with a bioretention area for green stormwater infrastructure on the south side of the building.
The preliminary design materials indicate additional considerations for the project including the feasibility of a two-level parking garage, rooftop solar panels to reduce energy costs, and provisions for the library to function as a disaster relief center with backup generator capabilities. The design study also addresses modifications needed to the east side of the building to accommodate staff entrance for employees and shipping/receiving operations. Project contact information is provided through Library Director Lois Eannel (lois-e@eastlakelibrary.org) and Assistant Director Anne Maire Nurnberger (annemarie@eastlakelibrary.org). No specific pricing terms, contract term duration, response deadlines, or funding source information is detailed in the preliminary design study document itself.
