14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
A. Amendment 0002 to Request for Proposals (RFP) EA-133W-17-RP-0101 is hereby issued answer questions received by prospective offerors, make changes to the solicitation as a result of questions received, and replace a Statement of
Work Attachment.
**NOTE: The Government reserves the right not to answer all questions or those deemed not appropriate.**
1. Question: Is the current incumbent contractor Independent Technology, Inc. (INTECH)?
Answer: The incumbent contractor is Independent Technology, Inc. under contract number DG-133W-12-CN-0056.
2. Question: Is the scope of work included in solicitation EA-133W-17-RP-0101 consistent with the scope of work reflected in
INTECH's current contract DOCDG133W12CN0056 and INTECH former contract DOCDG133W06CN0098?
Answer: This solicitation is for the re-compete of contract number DG-133W-12-CN-0056.
3. Question: Is the USG willing to provide a summary of the historical maintenance and logistics data per NOAA site covered under this solicitation?
Answer: The only historical data available is included in the solicitation as Attachment 5C, Historical Utilization of Spare
Parts & Assemblies.
4. Question: Would the USG consider extending the due date for proposal responses?
Answer: The Government has considered this request and is not extending the due date for proposals at this time.
5. Question: Reference RFP, page 2, Section B.2- Price Schedule. CLIN 0001 has been identified for Transition In Services over a 2 month period of time. How did the USG determine that 2 months was adequate for this Transition In? Does the current incumbent contract scope include a Transition Out Plan? If yes, what is the period of performance reflected in this
Transition Plan?
Answer: The Government determined that 2 months was a reasonable Transition In time based on the SOW requirements and past experience.
6. Question: Reference RFP, pages 2,3,4,5 & 6, Section B.2- Price Schedule. Can the USG provide clarification on services to be rendered in CLINs X0002 and X0003? One interpretation is that logistic services are not to be included in CLIN X0002 and are only included CLIN X0003, which would indicate that there are 52 sites (476-424 = 52) that receive ONLY logistics support. An alternate interpretation is that Logistics support is included in both CLINs which would indicate that 900 sites
(424+476 = 900) receive logistics support while only the 424 sites covered under CLINs X0002 receive both logistics and maintenance support services.
Answer: The number of sites stated for each Contract Line Item Number (CLIN) is an estimate, as this solicitation will result in an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The correct interpretation is that CLIN X0002 includes both
Maintenance and Logistics support for an estimated 424 unique sites, while CLIN X0003 includes only Logistics support for an estimated 476 unique sites. Reference attachment 1A1 for sites that apply to CLIN X0002 and attachment 1A2 for sites that apply to CLIN X0003. There is no overlap between the sites listed in attachment 1A1 and 1A2. Changes to the solicitation are within this amendment to clarify CLINS X0002.
7. Question: Reference RFP, page 9, 3.1 Government Furnished Data. Can the USG provide a complete list of the Government
Furnished Data (GFD) to be provided under this contract?
Answer: GFD to be transferred to the contractor includes, but is not limited to, the following:
1. Original Equipment Manufacturer Operator and Maintenance manuals for all brands of NWR transmitters maintained under this solicitation including:
a. CEC (WR300B, WR1000B)
b. Crown - IREC (WRG100, WRG300, WRG1000)
c. Armstrong (G100, G300, G1000)
d. Armstrong (G300B, G1000B)
e. Nautel (NG300, NG1000)
2. Remote Interface software packages for all the transmitters listed above.
3. ROAMS programming software package, and ROAMS programming documentation.
Changes to the solicitation to incorporate this list of Government-Furnished Data are within this amendment.
8. Question: Reference RFP, page 10, 3.5 NWR Transmitter Spare Parts and Spare Assemblies. Is the USG willing to provide offerors with annual historical data on the number of spare parts and assemblies (listed in Attachments 1C2a, 1C2b, 1C2c, 1C2d, 1C2e) replaced versus repaired in support of this contract?
Answer: Attachment 5C, Historical Utilization of Spare Parts & Assemblies, which provides a recent one year summary of parts and assemblies utilized under the current contract is the only usage data available to be provided in this solicitation.
9. Question: Reference RFP, page 11, 3.7 ROAMS Spare Parts Inventory. Is the USG willing to provide offerors with annual historical data on the number of spare ROAMS parts and assemblies (listed in Attachment 1C5) replaced versus repaired in support of this contract?
Answer: The Government does not track the usage of ROAMS spare parts under the current contract, and therefore, cannot provide that data.
10. Question: Reference RFP, page 13, 4.1.5 Required Maintenance Services. Is the USG willing to provide offerors with annual historical data on the number of un-repairable transmitter assemblies?
Answer: The Government does not track the number of un-repairable transmitter assemblies under the current contract, and therefore, cannot provide that data.
11. Question: Reference RFP, page 13, 4.1.6 Warranty Maintenance and Parts Support for Contract Maintained transmitter
Systems. Solicitation states "The Contractor shall be responsible for all warranty parts tracking." Is the current Warehouse
Management System (WMS) used to track warranty Government Furnished Equipment (GFE) or is it owned and maintained by the current incumbent contractor? Is it the intent of the USG for the successful offeror under this solicitation to provide a contractor owned system to manage warranty data?
Answer: Under the current contract, the contractor provides and uses their own inventory management software tools, and the same is expected under this solicitation. The Government will not be providing any inventory management software to the awardee of the subsequent contract.
12. Question: Reference RFP, page 13, 4.1.6 Warranty Maintenance and Parts Support for Contract Maintained transmitter
Systems. Solicitation states "NWR transmitter warranty expiration dates for Contractor maintained systems are listed in

Answer: The Government will provide updates, if any, to the warranty expiration dates in attachment 1A1 following contract award.
13. Question: Reference RFP, page 13, 4.2.1 Site Outage and Restoration. Is the USG willing to provide offerors with annual historical data on the number of site outages caused by lightning strikes?
Answer: For calendar year 2016, there were 19 transmitter repair actions associated with lightning strikes. Not all of these strikes caused outages, but they did all require repairs to be performed on the transmitters.
14. Question: Reference RFP, page 16, 5.1.1 Response to Routine Requests. Is the USG willing to provide offerors with historical data on the number of Routine logistics Support Requests?
Answer: The Government does not track the number of Routine logistics requests under the current contract, and therefore, cannot provide that data.
15. Question: Reference RFP, page 16, 5.1.1 Response to Routine Requests. When Spare Parts are shipped to site will the defective part in question be returned to the contractor to attempt repair?
Answer: Yes, the sites requesting the parts are required to send back the defective parts to the contractor for repair and re-use.
16. Question: Reference RFP, page 16, 5.1.1 Response to Routine Requests. Will the EOD quantities be adjusted on spare parts and assemblies (listed in Attachments 1C2a, 1C2b, 1C2c, 1C2d, 1C2e) when parts returned from site for Routine Logistics
Support Requests are deemed unrepairable? If not, is it the intent of the USG that these parts will be covered under the requirements for service as identified under section 3.5?
Answer: EOC quantities of spare parts and assemblies will not be reduced if returned defective parts are deemed unrepairable. The contractor would need to procure replacement parts for any parts deemed unrepairable, so as to keep the
EOC stock at the same level as when the contract was awarded.
17. Question: Reference RFP, page 16, 5.1.2 Response to Emergency Requests. Is the USG willing to provide offerors with annual historical data on the number of Emergency logistics Support Requests?
Answer: The Government does not track the number of Emergency logistics requests under the current contractor, and therefore, cannot provide that data.
18. Question: Reference RFP, page 16, 5.1.2 Response to Emergency Requests. When Spare Parts are shipped to site, please confirm the defective part in question will be returned to the contractor to attempt repair? Should contractor include shipping costs in proposed pricing estimates?
Answer: Yes, the sites requesting the parts are required to send back the defective parts to the contractor for repair and re-use. Per the RFP section 5.1.2, “the Contractor shall bear all shipping costs associated with emergency logistics support requests.”, so yes, the contractor should include these costs in their proposal. However, the contractor only pays for shipment of the parts to the requestor; they are not responsible for the cost of return shipment of the defective part to the contractor.
19. Question: Reference RFP, page 16, 5.1.2 Response to Emergency Requests. Will the EOD quantities be adjusted on spare parts and assemblies (listed in Attachments 1C2a, 1C2b, 1C2c, 1C2d, 1C2e) when parts utilized for Emergency Logistics

Answer: The Government does not track the number of these requests under the current contract, and therefore, cannot provide that data.
21. Question: Reference RFP, page 16, 5.2 Repair and Technical Consulting Services for Attachment 1A2 sites. Will EOD quantities be adjusted should assemblies (listed in Attachments 1C2a, 1C2b, 1C2c, 1C2d, 1C2e) received be deemed beyond repair? If not, is it the intent of the USG that these parts will be covered under the requirements for service as identified under section 3.5?

The solicitation indicates that "The Contractor shall be responsible for the shipping costs of all GFP listed in Attachments 1C1 through 1C8. The GFP will be provided FOB origin by the Government from the incumbent contractor location(s)". In order to provide fair and reasonable shipping cost estimates, is the USG able to provide the current incumbent locations and/or identify the location of the incumbent's warehouse/storage facility?
Answer: The incumbent contractor’s warehouse is located in Rochester, NY. This location should be used for preparing shipping cost estimates of GFP.
24. Question: Reference RFP, page 26, 8.1 Contractor Transition Services. Please confirm that the existing incumbent will only ship equipment that is currently being used in the field or used to support actively deployed assets.
Answer: The incumbent will be preparing all GFP equipment listed in Attachments 1C1 through 1C8 for shipment to the new contractor, and all of that equipment is being used in support of actively deployed NWR transmitter assets.

39. Question: Reference RFP, page 53, Paragraph L.1 (b) Format and Content, 2 nd

Government intend on the “Signature Authority” being Blocks 30A & 30B of the SF1449?
Answer: Yes.
40. Question: Reference RFP, page 53, Paragraph L.1 (b) Format and Content, 6 th Bullet. Does the government intend on this being by Reference thru just stating that or should offers provide the direct link to their company’s SAM site?

41. Question: Reference, page10, paragraphs 3.2/3.4/3.5 ; Page 11, paragraph 3.6; Page 13, paragraph 4.1.5; Page15, paragraph
4.3; Page 16, paragraphs 5.1.1 & 5.1.2; Page18, paragraphs 6.1.2 & 6.1.5; Page 26, paragraphs 8.1 & 8.1.2. Please clarify the terminology used for how costs and expenses are to be paid under the contract. The term “contractor’s expense” , the term
“cost [ ] shall be borne by the contractor”, and the term “Contractor shall bear all [ ] costs”, as contrasted to “paid by the
Government” and the term “Government will bear all costs”. We understand this to mean that for those items carrying the term “contractor’s expense” the contractor pays for the items (e.g., parts, shipment, etc) through the contract, similarly the terms “cost [ ] shall be borne by the contractor” and “Contractor shall bear all shipping costs” the contractor pays for these items (e.g., parts, shipment, etc) through the contract. For those items carrying the term “paid by the Government” and
“Government will bear all costs”, the Government pays for the item directly or through a separate line item in the contract. Is this a correct understanding?
Answer: The understanding stated in the question is correct. For all RFP sections designated as “contractor’s expense” , “cost [ ] shall be borne by the contractor”, and “Contractor shall bear all [ ] costs”, the contractor shall pay for these items under the terms of the fixed priced CLIN’s they are associated with. For RFP sections designated as “paid by the
Government” and “Government will bear all costs”, these are shipping costs that will be paid by the Government under Time and Materials CLINs 1010, 2010, 3010, 4010 and 5010.
