2. QUESTIONS AND ANSWERS:

All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only.

QUESTION 1: We have a question on 3.11., Item 15550, Annual Fire Inspection, 3.11.3.2 which states - Portable Extinguishers: Inspect and weigh all portable extinguishers identified in reference 2.1, including the discharge hose. Check the condition of the powder in dry chemical type extinguishers. Stored pressure extinguishers cannot have this done without a full discharge of each dry chemical extinguisher. Based on 2017 inspection reports there are only stored pressure extinguishers on this vessel. Please advise.

ANSWER 1: The specification has been corrected at 3.11.3.1 and 3.11.3.2 to clarify the requirement.

QUESTION 2: Please clarify 3.11.3.2, "Check the condition of the powder in dry chemical type extinguishers". In order to check the powder the extinguishers will need to be discharged and then recharged. Is this what is required?

ANSWER 2: The answer to question 1 also applies to this question.

QUESTION 3: Have noticed ABS inspection are required (ref. 3.13.3.3.4 and 5.4.4.1), cannot find any reference as to who is responsible for ABS fees.

ANSWER 3: The specification has been corrected at 3.13.3.3.4 and 5.4.4.1 to clarify responsibility for payment of ABS fees.

QUESTION 4: Base Item 3.5, Item 10620), Food Storage Shelving Modification, clarification to the requirements and any confusion on the Government’s language.

ANSWER 4: 3.5.3.1.2, 3.5.3.1.3 and 3.5.3.2.1 have been modified to clarify the requirement.

QUESTION 5: Please clarify Section 3.8, Item 15840, Deck Crane Removal, subsection 3.8.3.4 which reads "Remove the boom and send out to have it blasted ......." Please clarify that the

SF30 (continued) EA133M18RP0026 entire assembly, which includes the 3 boom sections as well as the pedestal, will be removed and sent out to have it blasted and painted using an OEM recommended epoxy paint system.

ANSWER 5: To clarify: The requirement is for the entire boom assembly only, and does not include the pedestal.

QUESTION 6: Just checking to see if this is an all or nothing bid, or can we itemize the work we are after. Also if you have a Contractor that is possibly going for the whole project could I get a contact number so I can send them our quote if it’s an all or nothing bid.

ANSWER 6: Offerors must price all the items or will not be eligible for consideration for award. You might want to check the notice at www.fbo.gov to see if contact information is available for prime contractors planning to submit an offer.

QUESTION 7: Regarding 3.1, Item 15930, Marine Sanitation Device (MSD) Overhaul, which party will provide services for the crew while the MSD is being serviced? Will the crew use the kitchen during this period?

ANSWER 7: The crew will not be using the galley (kitchen) during the repair period. 3.1.3.6 has been added to the specification, delineating the requirements for the contractor to provide and maintain portable toilets for use during the MSD work.

QUESTION 8: Base Item 3.3, Item 11540, Bridge Window Replacement GFM

ANSWER 8: The specification is corrected to add windows being provided as GFM.

QUESTION 10: Work item 3.9 (J-Frame Overhaul) - Did you want the Contractor to reinstall the J-frame? Testing can be accomplished in the shop to prove the cylinder but is that really your intent?

ANSWER 10: Text has been added to the beginning of 3.9.3.10 to clarify the Government’s intent.

QUESTION 11: Item 15930, Sanitation overhaul –
