MOA HVAC PM STATEMENT OF WORK
Annual Service for Maintenance of Heating, Ventilation and Air Conditioning (HVAC) and Energy Management Systems at the National Oceanic and Atmospheric Administration (NOAA) Marine Operations Center-Atlantic (MOC-A)
The NOAA MOC-A (Building 1) is located at 435 West York Street Norfolk, VA 23510 and is the operational support facility for nine (9) ships based on the Atlantic seaboard and the Gulf of Mexico. In addition, NOAA’s Office of Coast Survey’s Atlantic Hydrographic Branch is co-located at the MOC-A facility in adjacent Building Two. The buildings were constructed in the early 1920’s (Building 1) and 1960’s (Building 2). The HVAC system is aging and frequent repairs and services are required. NOAA intends to contract services for repair, maintenance, and troubleshooting of the 2 ea. HVAC systems outlined in this statement of work for a total of one year with options to renew for an additional year.
I. STATEMENT OF WORK
The Contractor shall furnish all labor, material, equipment, and incidentals to provide a Preventive Maintenance and Service for the HVAC equipment listed in Appendix A. Service intervals and list of services to be provided are as per this Statement of Work, Appendix A is a summary and intended to be a checklist for the Contractor.
II. EQUIPMENT AND DETAILED DESCRIPTION OF WORK
Boilers
• Conduct combustion analysis on all boilers annually, adjust and trim as needed. Check boiler for overall condition and serviceability. If major maintenance is required, report to MOC-A Facilities Maintenance Lead, Prepare a quote for MOC-A approval and processing. If approved, perform service and send an invoice after servicing is completed, using the same numbering system as the related quote.
Rooftop Units
• Service all rooftop units (3 ea. in Building 1 and 2 ea. in Building 2) and exhaust fans. Verify operability, replace air filters, service belts/sheaves as needed and in accordance with Appendix A.
Cooling Tower
• Check cooling tower for overall serviceability. Clean strainer in accordance with the attached
Schedule. Lubricate motor, check tension on belt. Check tank heater for operability.
Air Handler Units (AHUs)
• Service AHU’s listed and in accordance with Appendix A. Replace air filters at the frequency listed in Appendix A, documenting replacement date on the air filter on the side visible for verification. Check all belts and sheaves on air handlers and exhaust fans. Tighten sheaves or replace belt as needed. Lubricate motors annually.
Coil Units
• Check coil units for overall serviceability. Clean and check Freon charge in accordance with
Appendix A schedule.
• Change air filters quarterly. Service belts as needed; belt tension adjusted and belts changed as needed based on wear.
Chillers - one chiller for building #1.
Conduct the following services to the Trane packaged chiller:
• Perform overall inspection of Bldg1 chiller.
• Verify refrigerant pressures and temperatures
• Calculate lift and calculate optimum setpoint
• Verify oil levels and conduct oil changes
• Check electrical connections, tighten if needed.
• If major maintenance is required, report to MOC-A Facilities Maintenance Lead, and prepare a quote for MOC-A approval and processing. If approved, perform service and send an invoice after servicing is completed, using the same numbering system as the related quote.
Pumps (6 in Building 1 and 2 in Building 2):
• Verify operation of pumps for HVAC hot water and chilled water
• HVAC pumps lubricated as required
HVAC Controls
• Some HVAC controls are currently not working and will be renovated in the near future. Check with Royal Evans on specific HVAC controls to see if NOAA desires a quote on HVAC control repairs.
Miscellaneous
• If any major issues are discovered requiring work beyond the scope of this contract, notify MOC-
A Facilities to see if MOC-A wants repairs. If authorized by MOC-A chain of command, prepare a quote detailing the work needed, and the technician’s evaluation of the condition of the equipment serviced. If approved, perform service and send an invoice after servicing is completed, using the same numbering system as the related quote.
III. ADDITIONAL REQUIREMENTS
VENDOR SIGN-IN
All vendors must sign in/sign out at the Guard Shack when arriving/leaving.
MAINTENANCE RECORDS
1. The contractor shall supply and maintain written records of maintenance and repairs before leaving MOC-A.
2. Note and report any mechanical, electrical or control system discrepancies that would affect equipment operations.
3. Document all work performed, including all pertinent pressures, temperatures, voltages, fluid levels and test results.
4. The report shall contain any uncorrected deficiencies noted at inspection.
MATERIALS
All materials and preventive maintenance parts shall be new, of good quality and warrantied according to the manufacturer. Materials requiring a Material Safety Data Sheet, (MSDS) shall be reviewed by the Contractor prior to usage.
UNSCHEDULED MAINTENANCE AND EMERGENCY REPAIRS
1. Upon request by authorized MOC-A representatives (the XO and Royal Evans), the Contractor shall perform authorized repairs.
2. Authorized repairs shall be made during normal working hours of 8:00am to 5:00pm Monday thru Friday. Emergency work on Federal Holidays must be approved.
3. All emergency repairs must be approved by the Executive Officer of MOA.
HEALTH AND SAFETY REGULATIONS
I. It is the responsibility of the Contractor to comply with all Federal laws governing the Health and Safety of its employees including all regulations promulgated under the Occupational Safety and Health Act (OSHA.)
2. Such compliance shall include but not be limited to ensuring that all employees are properly trained for the work to be performed and have been supplied with all necessary protective and safety equipment.
SAFETY- LOCK OUT/TAG OUT
1. Advise MOC-A Point of Contact prior to starting maintenance or repair procedures.
2. Disconnect power supply; Tag unit as "Out of Service" as per OSHA requirements.

Latest effective publication or applicable codes of the following standards, codes, etc., as they apply.

(ANSI C2) and the NECA Standard of Installation or Local standards, whichever is more stringent. The NEC (2002) will be followed, as applicable.

IV. GOVERNMENT FURNISHED INFORMATION
1. Any service manuals, Operation and Maintenance manuals that MOC-A have available.
(NOTE: Some of the HVAC equipment at MOC-A have no service or O&M manuals.

V. MINIMAL TECHNICAL REQUIREMENTS:
• Vendor must have expertise and show proof of past experience servicing similar HVAC and Energy Management systems listed above
• Vendor must show proof of liability insurance
• Vendor must show proof of registration in the government System for Award
Management (SAM) database system
• Vendor must be available for emergency call out services 24/7 including weekends, holidays and after normal business hours. The response time will vary based on the severity of the malfunctioning system. Due to the sensitive nature of computer networks and servers, response within 4 hours is required for all air conditioning and heating emergencies. All other repair response times are variable.
• Vendors must be located within the Hampton Roads area in order to respond to emergency services within the time required
• Vendors key personnel must show proof of HVAC certification and any other applicable certifications including electrician
VI. NONCOMPLIANCE STATEMENT
1. MOC-A may cancel this contract with a thirty (30) day written notice of cancellation for noncompliance of all or part of this agreement.
2. The contractor will have five (5) working days to correct any/all deficiencies or the agreement is cancelled.
VII. SITE EXAMINATION
Interested vendors must perform a site visit and walk through of both buildings at MOC-A Norfolk prior to providing response and bid. The date and time of this meeting shall be announced in the Solicitation. Point of contact for this site visit is:
